The Buchtel letter, of ,' nine closely written pages, covers a wide ;, field. On the general freight rate Increase, ' V Buchtel points out Its effect In the west mm compared with the east. ' Barden Untqaal, Is Claim "The first class rate for 300 miles in territory east of Chicago," he says, "is 45 cents, while the first class rate in Oregon for a like distance is SI cents. A 12 V per cent Increase In the west is equal to a 25 per cent Increase In the east, and while our roads are the most prosperous and need the assistance least, we are. made to bear the greatest share of the burden." Early Action Heeded Mr. Buchtel says the Oregon commis sion, after appealing to the railroad ad ministration for help ii)' modifying apple rates, has been advised to file a formal complaint with the Interstate commerce commission, but It is feared that no ac tion can be obtained before the apples have to be shipped. The Oregon commissioner contends that the rates on apples and fruit prod ucts were remunerative as they were, and Increases should be rescinded. Geese Flying South Earlier Than Usual, Due to Early Spring Never before have geese been Been flying south as early as this year, ac cording to William L. Flnley, state biol ogist. Flocks have been observed al most dally for two weeks, the first band . being reported August 23. An old theory has it that this early migration presages a long, cold winter, but Mr. Flnley thinks rather that it is due to the early spring, whldh per mitted an early northward movement and that the geese, having finished nest ing and , raising, their young in the north, are returning to winter feeding grounds. Edward I Wells, meteorologist Of the local weather bureau, scoffs at the idea that the birds can foretell an unusually cold season. Prediction of weather more -than a few days ahead, at the most, he says. Is beyond the power of humans or animals. , : Kaiser Unanimously Decides on Defense London. Sept. 5. (I N. a) "We have unanimously, decided to devote all our strength to the defense of the sacred soil of the fatherland and its kultur, which has been wotj tri peaceful work, against the assaults of t he enemy.
