"In round figures, there are $182. 000,000 deposited In the banks of Oregon," said Mr. Olmstead. "Of thla amount, eomethlng over $91,000,000 is in the Fortland banks, and the rest la scattered through the country. "This means that the Oregon' banks have the greatest deposits In their htatory. The country banks, as a rule, are loaded with money. War Makes rirmtn rrosparons "This money to a large extent, be longs to the farmers, 'it came to them through the prosperity that the. war baa brought, and was the result of the big prices paid for food commodi ties. Now they must contribute to the Liberty loan. "Personally. I ' do not hlnnk enough attention is being directed to Interest the farmers" In the vital necessity of subscribing the loan. The farmers are away from the city, somewl.at out of touch with events, and at least away from the Intimate touch of the war that we m the cities got. 1 don't know Just how fo make them realize the position we are now in. but it has to be done. "Newspaper appeal helps largely. Letters to the farmers, I do not think have a great deal or effect. It seems to me that the best can be accom plished by speakers and workers who go among the residents of the rural communities personally, and make them feel at first hand that their as sistance Is absolutely necessary. Farmers Have the Money "As a former country banker. I know that the fall I the most prosperous time of the year for the farmer. Any one familiar with the operaUon of country banks knows that most of the loans have dates for Just one period of the year, the fall. This is because the farmera are then able to meet their obligations. "That time Is here. The money is In the country and the loan subscrip tions must come from there. The country was barely touched In the first- ldan campaign. The farmers didn't have the money then, or rather they were using it in their crop opera tions. But they have it now and It Is up to them to do their part." Empower the secretary of the treas ury to stop the taking from or into the United States of any communica tion other than by mall, telegraph. came or wireless. citizen of the United States should promptly familiarize himself with these definitions for his own protec tion and for the loyal support of the government in its efforts to wage the war to a successful conclusion." These are the definitions: Any person, of no matter what na tionality, who resides within the ter ritory of the German empire or the territory of any of its allies, or the territory occupied by any of their military forces is expressly made an "enemy" or an "ally of the enemy." Thus, those American citizens who have remained inghese territories are nevertheless the enemies for the pur pose of these regulations. Any person, no matter where resid ing or of what nationality, who i3 doing business within these territories is made an enemy or an ally of an en emy. This, of course, applies with special force to the border neutrals,' and it is this definition that will give great force to the embargo.
