Salem, Or, Oct, I. -All but approxi mately $1600 of Oregon's rural! credit fund is now loaned out, or yill.be as soon as several approved applications now on hand are completed. The state's rural credit fund totaled $490,000, as no more bonds were sold because the state could net get par for them. This sum is divided 'Into ap proximately tii different loans. ' Sixteen applications for loans have been formally rejected, by the ; beard, Including four instances where the board offered to approve loans for les ser amounts than those applied for, and the applicant declined to accept the smaller loan. The assessor replied, ad mlttlng the lands were assessed low, but saying he Intended to raise th asKesements next time. .'. ; Something Wrong Somewhere .In some Instances, where loans have been made, the appraised value of the land ts given at six times the assessed value. In many instances the ap praised value is glen at two or three times as much as the assessed! value. On the open ing day of the season, local sportsmen report an abundance of water rowi near Crane Prairie, south of Bend. Mallards, teal and pintail ducks were seen, probably due to the mild weather. Shay Invents Ship To Baffle Torpedo Thomas J. Shay, founder of the Ma Hna Iron Works at St. Johns, has in vented and patented a ship that would h nractlcallr torpedo-proof. Mr. Shay's plans are for a submerged cargo vessel, which is so constructed that it would require numerous shots from submarines before it would sink. Its construction is of a series of steel tanks. i The inventoV went east with hie nlans before the United States entered the war, and submitted them to Ger man agents. They acted upon tne in ventlon favorably, but Mr. Shay, doubting their sincerity, withdrew the plans. He then submitted them to the United States snipping Doara. senator McNary and the war department, ben ator McNary Interested General Goe- thals in the invention, General uoe thals referred the plans to the Royal Society of Engineers in London, who Immediately asked for the cooperation of 'the inventor. To Repair Bad Spot On Pacific Highway Woodland, Wash.. Oct. 8. The con tract baa been let for the comple tlon of the stretch of road on the Pacific highway south of La Center, the contractor Being Arvia Kyastrora of Tecoma. This piece of road has been the nightmare- of all travelers on the Pacific highway between this point and Portland, and during most of last winter was practically 1m passable, - and even in the summer has been very bad. The contract price is $44,891.70 and the work is to be commenced at an early date and rushed to completion. 'War Farms' in Cuba Will Feed Islanders New Tork, Oct. I. (I; N. S.)
