"Washington Date Set for Rate Hearings in Oregon The Oregon public service ' com mis sion has announced the date of four hearings on the IS per cent increase In freight rate of four small railroads, which have refused to withdraw their applications for the increase on the ground that their business has not in creased In the same proportion as their expenses. C Perry, ALASKA'S SCHOOLS MAKING PROGRESS GOVERNMENT AIDING e City Schools Standardized and System Is Declared Efficient. July 13. (WASHING TON BUREAU OF THE JOUUNAI,.) Radical changes have been made by the senate finance committee in re writing the public utility and manu facturer's provisions of the pendi ik revenue bill, the senate bill showing numerous eliminations and reductions in the taxes proposed. Previous dispatches in this series have told of the changes made by the senate revisers in the Income tax, ex cess profits, beverage and tobacco taxes. Of particular Interest are tlio two titles of the bill next in order, one dealing with public utilities arvl transportation, the other with annual excise taxes on articles in common use, yet rated as luxuries, such as au tomobiles not employed in business, motor craft, toilet articles and patent medicines. Public Utilities Clauses First will be pointed out the dif ferences in house and senate draft la Title V, covering public utilities and transportation. The house bill placed a tax of 6 per cent an express charges. The serial bill makes the tax one cent on each 25 cents. ' The house bill taxes passenger fares, rail or water, 10 per cent of the cost of each ticket; the senate changes this to 5 per cent. Exactly the same differences are made as to seats, bootlra and staterooms. The house bill alVws exemption for commutation tickets for trips less than 30 miles oi costing up to 25 cents; the senate bill extends the exemptions to 40 miles and to 35 cents. The senate bill strikes out a pro- posed tax of 6 per cent on electric light, electric power for domestic pur poses, and telephone service. Insurance Taxes Cut Ont Tlio senate bill also strikes out all taxes proposed by the house bill on life, marine, inland, fire and casualty .Jjlsurance, ' The senate bill retains house pro visions for a 3 per cent tax on freight transported by rail or water, the sen ate adding a like tax on motor truck freight when in competition with rail roads or waterways. The senate bill retains the houao section for a 5 per cent tax on oil . carried by pipe line and five cents on telegraph and telephone messages costing over 15 cents. The senate bill has made over Title VI, which was known as the war man ufacturers tax in the house, and has renamed it the war excise tax. Taxes On Automobiles Under this head, the house bill lm posed a tax of 5 per cent of the saJis price on automobiles, motorcycles; and ' bicycles, and tires. The senate bill substitutes an annual excise tax to be paid by the owner on automobiles and motorcycles not used exclusively fo business. For motorcycles, $2.60; autos originally selling for not over 3600. $5: costing from 3500 to 3760 37.50; costing $750 to $1000, $10; for each additional $500 in cost price, $5 The same schedule applies to new ma chines, when purchased. The senate bill strikes out the pro posed taxes upon musical instruments and records, moving picture films. Jewelry and chewing gum. Motor Boats Taxed The house bTh levied 6 per cent of ale price on motor boats and other pleasure craft when sold by the maker or "importer. The senate bill substitutes an annual excise tax, as in the case of automobiles, based upon the size of the boat, ranging from 6) cents to $2 for each foot of dimension, with a flat tax of $5 for motor boats of not over five net tons. The senate bill reduces from 5 to 2 per cent the tax to be paid by manu facturers, importers or producers of accessories for games, such as base ball bats and balls, footballs, tennis, golf and billiard balls, fishing rods and reels, dice and games. The senate bill adds children's toys and games to the list of articles to bear this tax. Like reduction from 5 to 2 per cent is made by the senate measure on per fumes and toilet articles and patent medicine a The senate bill also adds a 2 per cent tax on the original sale price of cameras. Finally, under this title, the senate bill eliminates all taxes which the house contemplated should be paid by retail dealers on their stocks in hand. held for the purrose of sale, thus lift ing a largo load from the mind of the retailer, if the senate provision prevails. Federal aid in project is a factor which will assure its success. "All of our city schools are stand ardized and in general efficiency the schools are up to the high mark ot excellence of many of the big eastern cities. Juneau is now erecting a $76,000 school building. It will be provided with modern conveniences and domestic science and manual training courses will be taught in the school. W. T. Loff of Seattle is head of the government schools for the natives." Mr. Henderson will soon start on a tour of inspection of the schools of the district of Alaska. Before taking up his present work he was for three years superintendent of the schools at Juneau. He also was formerly connected wth the Idaho educational system. There are? five Alaskan, deleratca at the Poruand convention. Among these is A. M, Matthews, superinten dent-elect of Juneau. Mrs. Matthews lr also a convention guest. To aid the move ment in the economy of leather; the clerks discarded their shoes. Scores of barefooted individuals were seen on the principal streets, gingerly stepping along and saving their tender feet as much as possible.
