The ' laboring man of the nation will have ' a "friend at court" on the appellate exemption boards that sift out the men for America's armies, It was learned today. On, each of the district boards that hear exemption riaims for occupational reasons there will h;one reprcsenta " tlvc of the laboring man In most cases a recognized loader of organized ' labor in the community. In response, to urgent appeals from national labor men the war depart ment today decld'-d to give organized labor representation on each of the higher tribunals. Samuel (lompers, president of ths American Federation of Labor and a member of the labor committee of the advisory board of the Council of Na tional Defense, has submitted a list of nominations of promim-nt local la bor leaders to the appellate tribunals. The list contains the name of several acceptable m n In cadi federal Judicial district. Other b ader.i of labor have sent their suggestions. With the exception of Maryland and Wisconsin, the personnel of the local ' exemption boards of tho entire country was today complete. Telegrams to the governors carried the final draft of the lower boards. The names of members of local exemption boards of the following tates were announced today: Washington, West Virginia, rtah, Georgia, Kentucky, Mississippi, Minne sota, Nevada, .Montana, Nebraska, New Jersey, New Mexico, North Carolina, North Dakota. Ohio, Oklahoma, Colo rado, South Carolina, South Dakota. Texas, Tennessee. Connecticut, Illinois New York, with New York city miss ing; Pennsylvania, with Philadelphia missing. Merchant ships and transports will be required to carry American prod ucts and men overseas without the prospect of full cargoes and lists on the return trips. Theso ships would thus be available for the transporta tion to America of the prisoners of war, argues Mr. Hanley, and in com parative safety from U-boat attacks. Berries for Ouarflsmen Open Once in America, the administrative details necessary to place these men in employment on land where needed present no serious obstacles. Their dis tribution Is a matter that could be handled readily by the proper govern ment authorities. Such policing as would bo required once they were on the land opens an avenue for service for men not eligible for duty In the aotlve military branches. The plan in no way would subject the prisoners of war to cruel or in human treatment. On the other hand, declares Mr. Hanley, to place men in . healthful occupations who now, as prisoners, may be kept In Idleness would be in the larger sense a kind ness to them, many of whom might actually prefer labor of this kind to confinement in prison camps. And prisoners thus employed might receive such remuneration as seems advisable. The Toro was a vessel of 1141 tons. DEATHS OF NORTHWEST Mrs. Almira Tomlinson Albany, Or., June 26. Mrs. Almira Tomlinson, wife of the late John Tom linson, died at her home four miles northwest of Albany, Saturday eve ning and was buried at North Pales tine cemetery Monday afternoon. Mrs. Tomlinson was 71 years old. She came to Oregon with her father in 1850, her family being one of the first to settle in Benton county. She is survived by two sons, W. C. and A. C. Tomlinson of Albany, and four grandchildren liv ing in this city. John E. Johnson Roseburg, Or., June 26. John E. Johnson, aged 68 years, and a resident of Douglas county for 64 years, died at h'.s home here on Monday morning. Mr. Johnson was bom in Jackson coun ty, Missouri, and came to Oregon when four years of age. He is survived by his wife. "William T. Burns Dallas, Or., June 26. William T. Burns, pioneer of Polk county, died at his home near Lewisville, Saturday, June 23. He was born in Illinois in 1S40 and came to Oregon with his fa ther's family in 184S, setling first in Yamhill county. A few years later the family came to Polk county and took up a donation land claim on the Luckiamute river. He was married in 1S66 to Drusilla M. Johnson, who. with three children, survives him. Fraldenburg, who died at the home of her dauchter Mrs Frank Hubbard, in Seattle Thursday evening, was held from the Methodist church in this city Monday afternoon. Mrs. Fraldenburg was taken ill with neart trouble while visiting her daugh tcr. The Kuth Cruger murder mystery took a new turn today with the summoning before the grand Jury of Father Gaspar Moretto, Italian priest, who early this morning admitted to the authorities that Alfredo Cocchl confessed to him Just before he escaped to Italy. The trail to father Moretto was opened by Bologna reports to local au thoritles, declaring Cocchl told the court there that he stayed at a priest's house In Charlton street for two days before he returned to Italy Three other significant facts came to light In the various lice laxity and the myst District Attorney Swa probes of po ery Itself. Attorney Swann announced that he expected to have definite evi dence today that the police made a de termined effort "to shield Cocchl and sidetrack the Investigation." Miss Helen Cruder, 20-year-old sis ter of the murdered high school girl. told Commissioner Walstein she called j at Chief Detective Inspector Faurot's office shortly after her sister disap peared, and asked, without result, that Faurot's office do something to help find Ruth Cruger. Faurot. for his part, claimed to havs an important statement concerning an international white slave con spiracy from Miss Consuelo Larue, a friend of Mrs. Grace Humlston. the woman who found Ruth Cruger's body. Bologna authorities, today gathering every possible bit of evidence of Alfredo Cocchi's past life, do not believe that part of his confession that Ruth Cruger died in a fall during the scuffle ln Cocchi's shop on One Hun dred and Twenty-seventh street. New York, in which she repulsed the Ital ian's advances. American Ambassador Page, who is formally demanding Cocchi's extradi tion to face a murder charge ln New York, Is ln close touch with the Ital ian Investigation. If Cocchi's condition permits it. he probably will be re-examined and an effort made to establish more fully some of the vague details of Ruth Cruger's visit to Cocchi's shop and of ioccm s loose references to his at tempts to force his love on her.
