Gifford, director of the council, and furnished Secretary of War Baker, and In order that the people of the United States may be made familiar with the proceedings of these bodljs, has been given the newspapers for publication. The first section of this report is as follows: The Honorable Newton D. Baker. ,; Secretary of War and 'Chairman of the Council of National Defense. Blr: Herein I have the honor to hand you a statement of the orgam ' cation and accomplishments of the council of national defense. Its ad visory commission and the various boards, sections and committees under both the council and the commission. The council of national defense, though created under the act of con gress approved August 29. 1916. was not fully organized for business until March 1. 1917. Since that date its record has been ono of steady, con sistent growth. Tne aulies ana iunctions oi me council as defined by the act of con gress which created it are, briefly stated, as follows: Purposes Aro Many In the terms of the act, tho council is, among other things, charged witn the "coordination of Industries and resources for the national security and welfare," and with the "creation of relations which will render possible in the time of need the immediate con centration and utilization of the re sources of the nation." In perform. ing its functions the council is fur ther charged with the following du ties: 1. To supervise and direct investi gation and make recommendations to the president and the heads of execu tive departments as to: (a) The loca tion of railroads with reference to the frontier of the United States, so as t render possible expeditious concentra tion of troops and supplies to points nr rtefnK: (b) the coordination of army and navy of the United States military. The new city officials decided to confer, with one another as to the qualifications of applicants for places ln the five departments rather than have the applications Considered at a regular meeting. Lwho has been placed in charge of the j department of public works. Mr. Barbur told the other commis sioners that he was making a survey of the number of employes in the department with a view of making consolidations and minimising the number of positions, when he too charge. Dan Kellaher, commissioner as signed the department of finance, de clared that he wanted to confer with C. A. Bigelow, who has been given the department of public affairs, before making selections as to men ln his department. After the meeting John M. Mann, who has been given the department of public utilities, conferred with Will H. Daly, present commissioner ln charge of that department. It Is proposed to hold the first official meeting of the new council next Monday morning. Is Recruiting Oregon Regiment The United States army recruiting station at Portland has received orders to recruit for the Third regiment of Oregon infantry and also for the Sec ond regiment of Washington infantry, both of these regiments having been mustered Into the federal service.
