Senator Chamberlain took up the question upon receipt of a complaint from labor interests at San Fran cisco, who reported that labor and material had been contracted so long in advance as to leave nothing to be aone at San Francisco in the way of war orders. . The reply of Mr. Gompers is taken to mean that as soon as the work is better organized an effort will be made to distribute work in all the in dustrial centers where the labor and material are available, FRENCH OFFENSIVE Washington. .'May 29. (WASHING TON BUREAU OF THE JOURNAL..) One of the greatest comforts that many members of the house get in thinking of the revenue bill they have passed is that it will in all probability be rewritten in the senate, and the final draft of the bill is likely to bear , little resemblance to the house bill. The more progressive members of the house lost most of their battles. They desired to place larger toll upon the great incomes and excess profits resulting from the war. They were op posed to imposing petty taxes on elec tric light and gas bills, for example, to the increase in letter postage, and to the increasing swarm of small stamp taxes. . Extra Cash Easily round. Representative Norton of North Da kota pointed out that by increasing the exceos profits tax 1 per cent more money .would bo raised than by the proposed tax on consumers' bills for gas and electric lights. By increasing the excess profits tax from 8 to 16 per cent it is proposed to ' raise $200,000,000 more from that source, but this makes poor compari son with Great Britain, which is de- riving about $700,000,000 a year from excess profits. The tax on war profits ! in Britain has been gradually Increased Aintil it has reached 80 per cent. The progressives ask, why not? The excess profits tax does not begin until normal, peace-time profits have al ready been received. But when Rep resentative Good of Iowa offered an . amendment to place a tax of 30 per cent on excess profits the aves were 52 and the noes 103. Mr. Good pointed . out as an example that the Phelps- ! Dodge corporation made normal prof its of about $7,000,000 a year in peace times. War times have given it prof its around $21,000,000, and he con tended that taking 30 per cent of the $14,000,000 excess, about $4,200,000, would cause no privation. Lenroot of Wisconsin led the fight to eliminate the tax on gas and elec tric light bills, and was called a dem agogue for his trouble. His position was that tho man who earns $2 and li a day is going to pay his full share in the increased prices he is forced to pay for food and clothing, neb Extremity Wot Beached. No extremity has been reached, he contended, requiring a tax that reaches into the homes for light and gas. . Fordney of Michigan, standpat Re publican on the ways and means com mittee, replied to this by eaying that such taxes take only a "pittance." "No man is so unpatriotic that he is unwilling to pay 6 cents on a $1 elec tric light bili." he said. On the Lenroot amendment to strike out the gas and electric tax the ayes were 68 and the noes were 116. The parliamentary situation was such that no roll calls could be had on these amendment:. Fordney was also indignant because Dill of Washington offered an amend ment to make income tax returns pub lic, so they may have the same public ity that other tax returns receive under atate law. Fordney said this was the "most vicious proposition that has been presented," and "bordering very close upon anarchy." Keating of Colorado countered on this by remarking that Abraham Lin coln approved this kind of anarchy during the Civil war, when income tax returns were open to inspection, and Horace Greeley also was quoted as sayipg that full publicity was besegor "all who an honestly concerned." The Dill amendment for publicity vas lost by 54 to 129. On all of these amendments offered by progressive members the vote was about the same, two to one against them. British Apple Embargo Topic. Washington, May 29. At the re quest of the Earl Fruit company Of the Northwest, which has headquarters af Spokane, Wash.. Senator Chamber lain is bringing to the' attention of the state department the possibility of having the British trade embargo reg ulations modified to permit the im portation into the United Kingdom of a limited quantity of apples. British regulations are understood to admit oranges and bananas on the basis of 26 per cent of normal impor tations, and it is hoped that apples can bo placed on the same footing. Two Coses Are Dismissed. Washington, May 29j Having re ceived notice that the complaints have been satisfied. the Interstate Com merce commission has dismissed two cases of the Portland Traffic and Transportation association against various carriers, involving the rates oh edible nuts from Portland to Cali fornia and on flower pots from Port land into California, Washington and other states.
