With that part of the Siegfried line '; Known as the Wotan front already : melting away at its northern end and the Drocourt-to-Queant system of Ger man defenses threatened, Illndenburg Is throwing division after division into' the struggle, with orders to hold at all , costs. Horrible Harvest Is Reaped. 'As the British day by day bite for ward, a bit here and a bit there, the Germans counter attack repeatedly. That Hlndenburg fears for Douai, with its eight railways, is certain. Chinese Parliament To Decide on War Peking. April 30. (I. NS.) The question, of China's entry into tlje war, whlchhas already been recommended by the conference of military govern ors, Will be put up to parliament with in about 10 days, according to reports current today. There was a reception at the presi dential palace on Sunday at which President LI and Dr. Paul Relnsch. United States minister to China, both spoke.'" Dr. Relnsch received the mil itary governors and spoke of the close ties between the American, and Chinese governments. f . High Cost of Living Increases Moving t Chicago, April 30. (I. N. S.) To morrow Chicago's annual moving day .-will see more changes of residence than any May 1 in the city's history. - according to estimates of transfer and storage men. The high cost of living has com pelled hundreds of poor families to "double up," the moving men say. The rich are forced to move because of shortage of servants. April 30. (I. N. S.) Demands for money to prosecute the war against Germany, both on the part r.,ty, in ( siatx and I ho entente allies, are coming so raipidly that the federal reserve board today, laid be fore Secretary of the Treasury Mc- Adoo a Plan for emergency financing. BThe board recommended that the treas- I liry Issue a block of treasury certifi cates every two weeks until the war bends are sold. Such blocks should range from 150. 000.000 to J200.000.000. The board pointed out that such a system would not only provide the funW1 needed quickly but would' place in the hands of the banks of the coun try securities which they can exchanf for the war bonds when they are ready. This would prevent any sudden drain ori'the investment fund of the country which 8rdinarjly would be caused by the unloading of a huge bond issue. -McAdoo Favors Proposal. Secretary McAdoo looks favorably upon the plan and in all probabillty will adopt it, issuing blocks of cer tificates at regular intervals, allowing a three or four day Interval for sub scriptions to come in before closlns the offer. The federal reserve board today opened its negotiations with the finan cial members of the French mission The board entertained at luncheon M. Casenavo, M. De Neufllze and M. Simon and discussed witn tnose French government financiers the OTeds of France and the best meth ods of meeting them. It .was definitely learned today that the1ong fight of the federal reserve! board to get state banks and trust companies to Join the federal reserve system Is about won. The board has received assurances tnat tnose institu tions are preparing to flock to the sys tem upon the passage of the amend ments to the federal reserve act now pending in congress. State 'Banks ush to Join. These amendments will strengthen the gold holdings of the federal reserve system and give certain privileges to state bank members. Under the law national banks only are compelled to Join the system. Membership is voluntary with state banks and those banks have not Joined the system, preferring to be free ol federal control. Now. however, the prospect or altered bank conditions under the war. together with the new amendments, is auslng the banks to rusn to ma snei- ter of the reserve system. The board has received assurances that the big state banks, and trust companies in New York, Chicago, St. Louie, Detroit, Milwaukee. Kansas City. San Fran cisco. Portland, Or.. Seattle and Spo kane will Join the system as soon as the amendments are passed and it is expected that state banks and trust companies in other large cities will do likewise. The bakeries make about 80 per cent ,f tha bread consumed here. Allied Aviators Drop Bombs on Zeebrugge Amsterdam. April 30. (L N. S.) Allied airmen bombarded Zeebrugge, the German naval base in Belgium, on Sunday, says a dispatch to this city. The aviators dropped many projectiles, despite violent fire against them by the German high angle guns. It is an nounced that during the preceding air attack two harbor walls at Zeebrugge were smashed by bombs. Germans Bombard Portresses. Paris, April SO. (P. N. S.) The French fortresses at Dunkirk, Nancy and Belfort were bombarded by Ger man airmen last night, the war office stated today. There were no casual ties and the damage was Insignificant. The towns of Chalons and Epernay also were bombarded and there were casualties among the civilian popula flon. A German captive balloon was shot down on Saturday night by the French, French aviators attacked German bar racks and railway stations behind the German lines. I. S. Conscription Pleases England ZiOndon JTawspapers Are Enthusiastic In Approval of Plan to Organise nghtlsg Forces. London. April 30. (U. P.) Enthusi astic approval of the indorsement of conscription by the American congress was universally voiced by the London newspapers today. They declare the belief that the draft would enable the United States to avoid many of the mistakes made by Great Britain. Comment of the Pall Mall Gazette was typical. It said: 'Passage of conscription by con gress shows an intention to profit by our mistakes. Our new ally will not now see the time when its wasted efforts will be blocked by postpone ment of the inevitable." Unfairness by TJ. S. Officials Is Charged New Tork, April 30. (I. N. April 80. (I. N. S.) It was reliably reported t6day that the gov ernment will put an embargo on horse racing In Great Britain. In anticipation of the ban, the Jockey club has already called off the 1917 fixtures. Prohibition of racing would be in the Interests o grain economy. S.) Five days, counting today, are all that remain for this session of the Alaska territorial legislature, and both houses are working hard to clean up matters. The 1916 legislature will go down into history as the "prohibitive body," as the membership endeavored and suc ceeded this time in preventing much of the useless and wild extravagance which has -gotten through former ses sions. But one bill was passed which met disapproval, that being the abolish ment of mine doctors and hospitals. Los Angeles Chinese Killed in Tong War Los Angeles. Cal., April 30. (P. N. S.) Woo Hung Chung, member of the Hop Sing tong. was shot five times and killed Sunday afternoon In a passage way between two buildings on Marches sault street by an unknown assassin. Woo Hung Chung's body was found within a few feet of the spot where Lee Chung of the Bing Kong tong was shot on April 16. It is supposed that Chung was killed by some tong assas sin, who believed he had given Infor mation to the police. Eoosevelt Says He Is Going to France Chicago, April 30. (I. N. S.)-"The next time you hear from me I shall be on the battlefield In France." This was Theodore Roosevelt's last word to Chicago, following his appeal Saturday to put the flag on the firing line in France, as his train pulled out for New York Sunday.
