The final report of the consulting board on the Horee Heaven Irrigation . district project has Just been submit ted to the board of. directors, .with headquarters at Prosser, Wash. The board consists of three' consulting en- - elneers, R. II. Thompson of Seattle; -A J. Wiley of Boise and O. Laurgaard of Portland, ehd two attorneys, Ralph B. Williamson of Williamson & Luhman of North Yakima and James H. Kane of Farrell, Kane and Strattonvof Se attle. The report is complete and volum inous and thoroughly discusses every phase of the largest irrigation project in Washington. The report of Mr. Laurgaard based on surveys and in vestigation made during 1916. was carefully reviewed and substantiated. In the report the board recommends that a settlement be affected with the Klickitat Irrigation & Power company of Seattle, the Northwestern Electric cdmtany of Portland and Wilbur S. Yearsley of Spokane for water rights necessary for the project. The board recommends that a sufficient bond issue be authorized to provide for the construction of tire works as outlined in the report. ""The project as esti mated will furnish water for 215,000 acres without storage at a cost of about $66 an acre. In order, however, to provide for interest during con struction and for discount on the bonds, a bond issue of $18,250,000 is recommended. The board of directors will probably take some definite action for the proj ect at its next meeting, on May 1, as the .board has also recommended the reduction of the area of the district for the gravity project. The Horse Heaven Irrigation district at the present time Includes about 511, 000 acres of land between Yakima and Columbia rivers , Bouth of Mabton, Prosser and Kennewick. At the pres ent time under normal rainfall good crop of grain, especially wheat, are raised on the, higher lands. At this time when the matter of conserving the food supply of the nation is of such great importance.
