Members of the board explained that they had no Jurisdiction, that medical inspection was required by city ordinance and that the protests should be made to the health bureau or the city council. Mrs. Little Insisted, however, that Inasmuch as "the board has super vision over the schools the matter was up to the board. We will eventually get a school board . that will run the schools. If you don't." "Under the law. the board has no authority over the medical inspection of schools," said Chairman Beach. Mrs. Little insisted that the petitions should go to tne board or to the principals of the schools, asking pern mission to file the protests. MEN QUIT FOR OTHER WORK Teacher Find Pay Insufficient to Continue in Profession. Resignations of two men teachers submitted to the school board Friday brought forih a statement from Su perintendent L. R. Alderman that the Portland ipublic schools are fast losing their men instructors. Reasons for the resignations 'are largely economic, he said, the salaries paid by the school system being in sufficient to keep them. " Other lines of endeavor are proving more at tractive and men with families feel that they must better their condition, he pointed out. A. E, Yoder of Washington high and F. L. The many vessels to be built and launched in Portland will make a demand for trained men. he says. Mr. Pike Attends. N. O. Pike, recently chosen as school director to fill the place made vacant by the resignation of S. P. Lockwood. attended his first board meeting Fri day, being hailed as the ' baby"' mem ber. The meeting, was the first at which a full board has been present since January. Domestic Economy Aided. Domestic economy and food conserva tion to meet wartime conditions will be aided by the school board this sum mer through courses in canning and drying. The board Friday indorsed a plan to employ three domestic science teachers for the last two weeks of July and all of August. Hope of Sunshine Is Given by Forecast Washington, April 21. (I. N. ?.) Hans Pedersort, contractor on the public auditorium, and X. A. Schanen, J. I. Kelly and H. P. Scheel, his bonds men, are called upon by the city to complete the public auditorium without delay. The city council ruled today that they should complete the structure and. In a letter, Commisisoner Baker, in charge or the auditorium construc tion, says that unless he receives by 2 o'clock Tuesday afternoon positive and definite assurance that the contract will bo complied With promptly he will ask the council to take effective action to protect the city's interest and insure tho prompt completion of the buildinsr. While the council has taken no defi nite action, It is said that unless Ped erson and the bondsmen act at once, legal proceedings will be instituted in an attempt to require the bondsmen to finish the structure before July 4. If leeal proceedings should fall the city will finish the building. Itself, with money withheld from the contractor. Premiums on insurance policies on the building have not been paid by Pederson and the insurance companies threaten to cancel them Monday. To avert any trouble In this matter the council today instructed Commissioner Bigelow to secure temporary policies to insure the city against fire. Band Activities Curtailed. The police and fire bands will not SHORTSIGHTED POLICY PROVES A HANDICAP TO LOCAL CONCERNS Money Lost to Community In dustrial Enterprises in Port land Never Returns, It Is rather Interesting to contem plate the ease and cheerfulness with which one people win erect, equip ana maintain manufacturing enterprises for another people those they never have met, never have looked upon their faces never expect to meet- have no thought they ever will neigh bor with them and with whom they have no Interests in common. Examples of this human unintended kindnesses and manifest generosity are almost as plentiful as rain drops in Portland and the spirit of helpfulness is in evidence throughout every com munity in America. The woman who parts with her money for a Paris-built gown "does her bit" to foster the fashion' industry beyond the ocean, and the chap who smokes the Keys. West cigar is her mate and companion. Great affection for distant Indus tries predominates in Portland. Out of sympathy for the convict seques tered behind the bars of the peniten tiary nestling among the golden moun tains of romantic Colorado, the good hearted housewives of this city invest a part rif their husband's earnings in the house brooms ho fashions. They are not quite up to the grade of those made here, by our own citizens and Workmen, nor are they sold to the "ultimate consumer" for less, but then they are put tip somewhere else and that counts for a bunch! Keeps Strang Sands Busy. And likewise this discrimination In favor of the stranger keeps hlstbands busy, and whether he t bond or free, li "helps some to helpr someone else." And this kindly disposition prolongs the life of home factory machinery. It doesn't have to work overtime, and often not all the time or even regular hours, and therefore there is some ad vantage of some kind in that. Just where this manifests itself in behalf of the town, however, has not yet ap peared, and It may be some time be fore it does, though anxious citisens have been watching for the vision for many years. The city council today awarded the contract for city printing during the ensuing year to the Dally Record Abstract, the publication submitting the lowest bid. The same concern had the printing contract during the past year under the name of the Daily Bul letin. Young Bandits Kill Chicago Saloonman Chicago. April 21. (I. N. S.) Two young bandits killed and robbed Thomas Connolly, a saloonkeeper, to day. But we must not so take this fact to heart that we will neglect tho inferior arti cle from the far east. Here again encouragement will help the industry in Illinois or Pittsburg or somewhere else beyond the Mississippi. More over, if we failed to purchase those eastern factory products, the chances are they would foist them off on the governments of Europe which would not be fair to Europe. And so it goes all down the line It is a big task, this keeping down the Portland payroll, and the town from growing and those vacant houses from being tenanted. Food prices, which a year ago were consid ered exorbitant, are today as much as 100 per cent higher In many staples.
