Motorists Urged To Dispose of Waste ' While It Is still a trifle -too early In the season for the motoring public to take to the road and enjoy week-end tours and picnSc parties In the many attractive spots that are to be founi In proximity to Portland and other towns, it la not too. early to start a little educational campaign among the motorists, urging them to exercise some care in the matter of disposing of their rubbish after the . picnic luncheons. ; For many season past it has been a common practice of the automobile picnickers to find some attractive spot for a pleasant outing: .'and on ending the picnic, leave, the place with a mass of, rubbish and .papers' scattered about and really spoiling lr for the next mo toring party that happened along the following day or week. There is nothing that takes the Joy out of outdoor life more quickly than being forced tv sit around In a place that has been littered with a mass of filth and papers left by some preceding party.- It only takes a little care dur ing the progress of a picnic lunch to keep the rubbish, together and later dispose of It in some place where a subsequent party is not likely to rest. The motoring public as a rule is an Intelligent class and the shortcomings In the matter of cleaning up after a picnic is largely due to thoughtless ness and not to the lack of knowledgs of the ordinary rules of propriety. Let every motorist, when he starts out. this year for hfis outings, remem ber to tidy up' his picnic place on leav ing and It will prove of mutual benefit to the entire motoring fraternitv. There can be no pleasanter feeling than to know- that when you find an attractive resting spot you can feel as sured it is not a mass of debris left by some selflish motorist who- found the place earlier In the season. air. Motorist, eaucate yourseir to re frain from littering up attractive pic nic spots this year and you will flni how enjoyable a day close to nature really is. At this meeting the date will be set for the sales managers' confer ence to be held some time In June this year. Nation-Wide Movement Is Under Way to Make Mo toring at Night" Safe. A hation-wlde movement is under way to make motoring at night safe. The big danger in night motoring is due, of course, to headlights of faulty design. Ordinary headlights are either so bright that they blind the approach ing motorist and pedestrian or so weak that the driver cannot see ahead. Many cities and states alreaJy have strict dimmer laws; many are about to pass similar laws. Portland is one ot the Cities having such a law, but at present the police department ts not enforcing it as it should be. So far during the month of March, no arrests have been made for the violation of glaring headlights, while it is a com mon thing for the motorist to encoun ter any number of violators at night on the many highway throughout the city. A digest of the part regarding head lights In section 32 of ordinance 32091, an ordinance regulating street-traffic in the city of Portland, Is as follows: No operator of any motor vehicle shall use a headlight unless It i so shaded as not to blind or daxzle other users of the highway or make it dif ficult or unsafe for them to ride, drive or walk thereon. Headlights of every motor vehicle shall throw a sufficient light ahead upon the roadway to re veal any person, vehicle or substantial object at a distance of at least 100 feet. All lights must be arranged so that no portion of the reflected beam of light, when measured at a point 60 feet ahead of the motor vehicle on a level street surface, shall rise more then 42 inches above the surface. Such lights shall also give sufficient aide luummation to indicate any. person, vehicle or substantial obtect within 10 feet of the side of said motor vehicle at a point 10 feet of more ahead of it. AH motorists should strictly observe this ordinance, for the police depart ment expects to enforce It at an early' date. Some motorists have tried to solve the headlight problem by tilting tne neaaiignts downward. Thl de creases glare, but it does so at the ex pense of the lights The light Is all uumpea aireciry in rront of the car where it is not needed, and the range is. greatly reduced. - A really efficient headlight should concentrate your light in a long. Intense beam, never more than 42 inches above the road. Many accidents are caused- by daz zling neaaiignts and state and muni cipal officials and automobile clubs everywhere are working for safe and sane neaaugnt laws, a federal no- glare regulation is under consideration.
