Rents in all parts of the city are rolag to rise. In the opinion of G. U. KOhrer, chairman of the rental bureau of the Portland Realty Board. 'I expected a great removal of renters this spring," said Mr. Rohrer this morning, "hut after a careful 14 survey of the situation, I have come to believe that moat of tne renters .'arc -going to stay where they are. Rents all over the city are going to rise, but when people look around and see that they can't find what thoy want, they are going to keep their present resiliences." "There is an Immense demand for five and six-room bungalows of the . most modern type. In small JTurnlshed . houses, the demand Is greater than the supply. There are a great many people coming into the city to work in the shipyards and other industries . that are opening up in Portland. "The only disappointing phase ot the situation is the lack of coop eration among property owners. Many of them seem to be so used to hard times that they are unvrilling to take advantage of prosperity when It 4s upon them. By concerted action, rents all over the city could be raised immediately because the de- . mand for residence and business loca tions warrants It. I feel confident in saying, however, that what increases In rent do not take place this spring will take place in the fall." V A rwimmlng pavilion or a garage is icon to replace the old Fraaler & Mc Lean stable on the corner of Fifth and Taylor Btreets. Ellis McLean, one of the owners of the building, has an . nounced his Intention of raxing the old frame structure within the next month. Charles R. Frazier, the other partner in the ownership of the build ing, has left for California to inspect some of the best ilatatoria of that state. The old Frazier & McLean stable hsn long been a source of annoyance to many people, and several suits have been started to condemn the building on the grounds of safety and sanita tion. Suits have always failed on some technicality. Underwood Company to Move. The Underwood Typewriter com pany. Which for a decade has been lo cated at 8 Sixth street, has signed a 10-year lease on three stores in the Tenth ewid Stark streets corner of the Flttock block. The premises, which include a large basement, are now being remodeled for their new ten - ants. The exact terms of the lease were not made public, but the amount named is known to have been in the neighborhood of $24,00 for the first year. After the first year it is un derstood that the rate will be deter mined by arbitration. Partnership Is Dissolved. -The partnership ef Stanley S. Thompson and F. K. Robinson has been dissolved. Mr. Thompson bought his partner out Mr. Robinson has been in the company a year. HIGHWAY BOND ISSUE WILL BE BATTLE CENTER (Cod tin tied From Par One.) till, would meet all demands without the issuance of bonds. Program Is Tangled. Aside from these objections, which will have the active backing of the organizations putting them forth, the whole road legislative program is in a horrible tangle. The house, has passed two major highway bills. One, -the combination of the Schimpff and Laurgaard bills. complied by the house committee on roads and highways, creating a state highway commission, and giving it power and Jurisdiction over the con structlon and maintenance of state hignways. The other, v hicb in reality is the lat ter portion of the Schimpff bill, dea ing with county control and construe Hon of roads, has been shaped up by the same committee and put througa the house. Addei to this the house has also passed tbe Bean bill, provid ing for bonds to meet the federal aid advanced by the Schackletord bill, jn case direct taxation was not equal to the task. All of these bills, represent ing practically the whole endeavor of the house ao far aa- road legislation is concerned, are now in the hands of the senate. Commission Is Pavored. That body, however, has gone on record-by resolution aafavoricg the ap pointment of a commission empeweted to make a full study of road legisla tion, and present a road code at the session of 1919. It has in its posses sion the original echimpff bill as welli es the "federal rood code, both thrown in by the good roads association, when the house carved the Schimpff bUU Consequently all road- bills are now bunched together in the senate and It is up to that body to swing the one way or the other when the bonding program comes in. It ls currently understood that for mer Senator Day considers the present highway commission to be amply able to handle the highway construction work. He takes the position that this commission operating under existing law has plenty of power to build all the roads needed if it will just buckle down and get busy. Bonding Tlgbt Probable. It is probable, therefore, that the energy of the Day forces will be cen tered on the bonding plan, leaving the highway bills now in the senate or most of them at least, to peacefully sle?p their life away with adjourn ment. This plan, oa the other hand, would not meet with the approval of State Treasurer Kay or Secretary of State Olcott, both of whom would like to be relieved of the strife and turmoil of highway administration. By tomorrow morning the trenches will be dug and the lines drawn for the highway battle. The good roads association people do not seem, to have roucji hope of putting their program through, but they do seem confident they deem to be unwise. They are that they can block legislation which against the compromise house- bill giving full power of appointment to the governor, and believe they can prevent its passage by the senate. Tbey are against the Day bonding plan and believe they can block It. It is a question, then, whether the nd ministration forces of the governor's office can force the house bill through the senate, and whether the Day pro gram can be forced tnrough the bouse and senate. At this time it does not look like there would be much if any highway legislation HIGHWAY BDND PLAN GETS UNDER WAY AT SALEMv TODAY Salem, Or., Feb. 13. The highway bonding . program was launched in Salem this morning when I. N. Day, Jgy Bowerman, John B. Teon, S. Benson, Amos Benson and W. L. Boise reached Salem and immediately went into action. A conference was arranged with the joint senate and house roads and highway committee for noon time, at which the members of the. two com mittees discussed the two bills drafted by Jay Bowerman and presented for their consideration. Bowerman has drafted two bills, one ' providing;., for the construction of state highways, the other providing an increased automobile license whlen is expected to raise more than $500,- tioo a year, should the bill nass. Ac cording to the highway bill a miliars tax of three-quarters of a mill will be levied -for the maintenance of the roads, the payment of bond' interest and the repayment of 'the bonds. P.l Germany's public and officialdom do not believe entrance of America into the war would have the slightest effect on the outcome. As a matter of fact, Field Marshal von Hindenburg believes with prepara tions now under way the war will be won by Germany before America could enter if she does enter. When Ambassador Gerard and bis party left Berlin ordera had been is sued by the German military authori ties canceling all vacations of army officers and men for the month of February. ' That move developed the Informa tion that Von Hindenburg was await ing the opportune moment for th) great, final effort of Germany's forces. headers 2ook to Yfotory. Germany's military leaders believe the moment of Germany's victory is at hand. They hold this victory will be achieved because of the success which will attend the unlimited sub marine warfare and because of the shortage of French munitions and supplies, due to lack of coal In France. Moreover, these leaders think th? final, overwhelming effort will be made, and complete success achieved before America can move. Though the German army and navy is prepared and anxious for war with America, German newspapers have been urging Americans to work for peace and have been beseeching the Gerpian admiralty not to torpedo ships carrying American passengers. Their efforts, however, do not appear to ba successful. Censorship Host Severe. During the past three months the German censorship has been most se vere. Correspondents have been un able truly to picture conditions in Germany. Only such dispatches as were designed to influence American opinion were allowed to "pass." One xuns from the Multnomah county line through Hillsboro, Forest Grove, McMinnvllle to Harrisburg and Eu gene. This is to be the east side line of the Pacific highway. The east side line is to run from the Multnomah line to Harrisburg and down the east side to Eugene. The Columbia river highway Is to te extended from the Multnomah line to J Astoria. A line to eastern uregon is to be run through whatever coun&ioa will establish the rock work and foun. datlons for the road. System Of Post Bonds. In addition to these paved roads, It ia planned to bui:l a system of post roads, of rock conrtruction costing less than $10,000 a mile. One is to reach from Eugene to the California line. One runs from Jloseburg to Myrtle Point. One runa from McMinnvllle to Dolph and Tillamook. One runs from Medford to join the forest road to Crater Lake. One runs from Klamath Falls to Medford. One une.from The Dalles' to Bend and Klamath Falls. Another from Bend to Lakeview. The auto taxes, as provided in the second bill prepared, range from $15 to $23 annually .for 'automobiles, and $25 to $60 for auto trucks. All trucks under half a ton capacity are classed as automobiles, and pay tax according to horse power. Those over half a ton carrying capacity - pay according to capacity. The two bills will be introduced in the house or senate, maybe in both,' by tomorrow . at the latest, .
