A call to American business to meet un precedented trade conditions after the war, is to be -the keynote of President V'llson'e message to congress Tuesday, December 6. The president is complet--C the message today and expects soon to have it In the hands of the printer. The president betleves the country's Industries can do a maximum amount of work only when there is a minimum of industrial unrest. His message Is expected to emphasise this In sn ap peal to employer and employe for more cooperation, more confidence of each in the other and less tendency to'class feeling-. An tl -Strike Measures Tavored. In this connection, the president has formulated plans for rendering prac tically impossible strikes of all kinds. H will urge completion of a program similar to that proposed in his last message to handle such situations as the recent threatened strike of the railroad brotherhoods. Believing the railroad problem as Important a domes tio Issue as eon fronts tbs country, the president will urge congress to give the most careful consideration to possible legislation which will aid the transportation sys tems to expand and Improve to meet the additional stress under which they will be placed at the close of the war. Would Verait Oombinasioaa. Abroad, also, the -foundation must be laid for the comlalg trade upheaval, the president believes. He will urge congress to set immediately upon a measure along the lines of the Webb bill, 'which will permit American ex porters to combine without fear of anti-trust law action. In addition to these the president's Message will urge action upon differ ent measures urged In his message of a year ago which are still on the list of the administration's "unfinished business." They are expected to include: Con servation laws, legislation rendering fuller political Justice to the people of Forto Rico, a corrupt practices act, federal aid and stimulation to indus trial and vocational education like that given in the field of agricultural industry and possibly laws giving fed eral agents more effective weapons to use In dealing with conspirators igalnst the neutrality of the govern ment. The president will also urge con tinuation of preparedness for peace by continuance of a progressive program of national defense, including ma terial additions to the navy. In his recent pleas for the union of nations to prevent future wars, the president has pointed out that if America Is to play her part in enforcing this peace, she must have the necessary means. A wireless dispatch from Bucharest tcday says It is rumored. "Our infantry now stands before Craiova," declared the German official statement today, tell ing of the eweep of the Teutonic armies against the Roumanians." The official statement also Uctalled a report from Field Marshal von Mackensen, In Dobrudja, that Con stansa and Cernovoda had been shelled. "Our flyer squadrons bombarded a transportation establishment near Bu charest," the statement said "Between Prespa lake and the Cer ns, (Macedonian front), the enemy Is feeling ahead with vanguard troops toward the GermanBulgriaa posi tions. Serbian advances at acme places on the Moglena front, prepared by strong fire, failed."
