"Where Highway Would Bon. "Congress is the one to make na tional parks," said he, "the depart ment of Interior merely administers them after they are created. EASTERN LINES JOIN FORCES TO FIGHT MEASURE (Cuntlnned From Page One.) are seeking to place In the way of en forcement of the eight hour law. While one case may be used as a test, all roads will be involved so the penalty will not react against them. All the brotherhood officials had quit New York but indications p.ointed to a willingness on the managers' part to talk business with the union heads -though perhaps not on terms suit able to the unions. One of the contentions of these suits Is that the Adamson law violates the fifth amendment "by arbitrarily and unreasonably" depriving the roads of their liberty of contract and property without due process of law; that it discriminates against certain railroad workers;, and that It inflicts enor mous penalties. The union attitude is that the rail roads are trying to evade the spirit of the law and that any concessions must come from the transportation heads. It is likely that the union men will lay their side before President Wilson next week, though apparently the situation is not such yet as to neea any action irom tne president. MONEY TO BUY HOWES IS EASIER TO OBTAIN THAN FOR FOUR YEARS Real Estate Dealer Finds That Renter Can Become Owner on Easy Terms, Money for investment in low cost homes is said by many real estate men to be easier now than ever in the last four years. On real estate concern reports thai In the last year they have sold be tween SSand 40 homes to salaried men on a time basis with monthly pay ments equal to not more than the ten ant would have to pay in rent for the same house. Still another, O E. Maxwell, a local contractor and builder, reports tha. it is much easier to get money on good security than it has been in a number of years. "I know of a concern that has just adopted a policy of advancing money to companies financing the erection of homes at a rate by which the home builder can get the necessary capital at a rate of 6 per cent for u five - year period. This is lower than nas been the ruling rate for years. I used to consider interest at Ibi Per cent for a term of three years good proposition."
