In his speech at Blnghampton and other places In New York, Charles E. Hughes Is quoted as saying: "I favor rhe general principle of the eiffht hour day. I should like to see an eight hour work day." In a message to the legislature of New Tork as governor of that state. January 6, 1910, opposing ratification of the income tax amendment, Mr. Hughes said: "I am la favor of conferring on the federal government the power to4 lay and collect such a tax. I be lieve that this power should be held by the federal government. But He proceeded then to urge that to ratify the Income tax as presented In the smendment "would be an Im pairment of the ' essential rights of the state," and he counseled the leg islature not to do It. Chanrs la Attitude Singular. There is a close parallel between the Way in which Hughes "favored" the Income tax and the way In which he now "favors" an eight hour day. In each case he was against measures that gave effect to the . principle. History records tht the verdict of society was In favor of the Income tax. Disregarding Hughes and the corporations which were then fight ing the adoption of the income tax amendment, the public approved 1U It Is somewhat singular, also, that Hughes was against the income tax amendment because of his regard for the rights of the states, while In the present campaign he Is assailing the Democratic party because, he says, it Is too much restricted by the doctrine of state's rights. When the New York assembly voted on the ratification of the In come tax on April . 20, 1910, it was defeated by a majority of two votes. All the Democrats voted for it. Had Governor Hughes been in its favor. It would have been ratified. A motion to reconsider the vote by which it wns lost was beaten by a majority of one vote; Delayed Say of Income Tax. Thus the day of the income tax was 'delayed by Hughes. New York falling to ratify, it required that much more time to secure the neces sary number of states. This is not the only instance, it is further pointed out. In which Hughes i has in the past "favored" a princl- pie, and stood in the way of putting j the principle inte effect. He also f a- vored giving women the' same pay but-toe killed off ar bill to actually place women school teachers on the same footing with male teachers, ii ...t. 1 1 1 . . j i i "rates on the railroads, then vetoed a bill reducing passenger fares. From this record of Mr. Hughes on questions of social progress that he has favored, arises the question. The five members of the commission on navy yards and nsval stations are holding dally sessions and going through vast amount of material bear the various yards and stat every character, preliminary to to the seacosts to Investigate and report upon the needs of the navy. This commlHsion is the one sp- pointed by Secretary Daniels under authority of the last congress to look ' Into the question of establshlng a new navy yard or station on the Pa- ! rlflo coast, and to take up the ques- tlon of submarine and torpedo boat banes on all the country's coast line. ' Probably it will be several weeks 1 before the commission will arrive at j Seattle to look over the navy yard at I Bremerton, and at Portland and As- toria, where the question of a sub- j marine base at the mouth of the Co- ! lumbla will be considered. I It is stated that full opportunity will be given to representatives of . each locality to present its case, and I before long an itinerary will be an rounced, giving as much advance no- f tlce as possible. Emphasizing the I point that this will be a busness trip, , the' officers comprising the board announce, that they must decline all i forms of soelal entertainment. They are under instructions to re-J port at the beginning of the next j session of congress or as soon there- ! after as practicable, and the work! will have to be hurried. At their! offices in the navy building the mem bers of the commission are now read ing over reports ma.de by former com missions that bear upon the subject, collecting data and charts on the various harbors, and arranging the material presented from all sources as to the advantages of the numerous candidates for navy yard and sub- marine base locations. The commission will report as to ' whether a new navy yard should be I placed, on the Pacific, In preference j to enlargement of existing yards, and i this brings up the whole question at I the suitability of existing plants, the 1 strategic value of the yards, and their I accessibility.
