The Germans last nigt launched strong counter-attacks, the official statement said, in the vain attempt to prevent consolidation of the new po sitions won by the allies during yes terday's engagement. With General von Falkenhayn's Aus-tro-German troops increasing .pressure ir. southern Transylvania, the retreat of the Roumanians is rapidly assum ing the character of a rout, according to advices received here today. Military experts today predict that ell fighting in the Transylvania the atre will be on Roumanian soil within a week- It is believed that General von Falkenhayn's plan of campaign contemplates a mighty double drive, northward from Dobrudja and eouth ward from Hungary, with Bucharest, the Roumanian capital, as the goal. The spasmodic method of carrying perma nent public improvements Is wrong for the reason that the expenditure la made for a short period of time and bonds are sold to raise funds. This means that the bonds are drawing In terest and unpaid after the utilities have served their purpose. The expenditure of moneys should be dis tributed over 10-year periods. Then no bonds would be required, but payments would be made on a spot canh basis with the advantage of discounts. How Za the Time. The state, county and city are not now Involved to any great extent in any bonded debt, and if permanent and sane financing was adopted we would avoid the rocks that some states and cities have nearly been wrecked on. To this end. the city and county boards and committees should be consolidated, and the activ ities of the entire county confined to . one elective body.
