With what little excavation has al-
ready been done by day labor. It has
been found that the site bas acted as
a sort of sponge, and has accumulated
much underground water. The ground
has largely been filled In at soma
prior time, and mucn sawdust, which
acts as a rain storage, is beneath the
surface soil.
In order to be on the safe side, an
electric-driven pump haa been In
stalled on the south side of the site
for ine removal of any water that
might accumulate In the basement.
At present the work seems to be
moving, slow, which seems character
istic of government construction, on
account of the system of supervision.
Besides having a supervisor on the
site during construction, the contrac
tor cannot use any material or device
In the structure without first having
sent a sample of it to the government
architect at Washington, D. C. There
It isjthoroughly sampled and accepted
or rejected.
Mr. Fee's offices opposite the post
office site on Broadway street have
been sending out such samples in the
regulation tin cans at the rate of sev
eral each day.

satisfying to the most Hardened novel
reader Is the plain story ofth first
submarine to bag a Zeppelin, as told
by a representative of the British of
ficial press bureau. The details of this
Jules Verne exploit are now made pub
llo for the first time. The story is

not, for It has just come to light that
Kipling by his haphazard method

breathless adventure destroyed a Zep
pelln, dodged a cruiser, and missed
destruction -herself by a bare Inch.
"E-Sl was lying on the bottom some
where in the North sea, when her com
mander thought he would see what
was going on 'on top.' So up she
came. Her luck was in. There, Just
to the northwest, only two or three
hundred yards away, flying very low,
and obviously in difficulties, was Zep
pelin L-7, fresh from her expedition
to the north of England.
"So E-Jl decided not to show her
self too much. Out Just to keep her
eye on the prey, 'for,' she argued, "may
hap some German cruiser will come
to her assistance, and then ' But,
though she waited and waited, fol
lowing the L-7 as close as she dared,
no cruiser appeared. Instead there
hove Into view an armed trawler, of
which, for many reasons, she could
not run fouL
"And so. on the assumption that
half a loaf is better than no bread,
-81 emerged and let fly at the Zep
pelin at a range of about 100 yards
with a 12-pounder. The first shot
blew away the center gondola. The
next two landed full within the en
velope. L-7 collapsed, and, burning
fiercely, plunged headlong Into the
waters of the North sea.
"Those of her crew who escaped the
wreckage swam to the -31, and she
picked soma up. But the trawler was
approaching, and therein lay danger,

i was'' proceeding with the rescue of
those hanging on all around, when,

valor, she found it expedient to dive.
She took them all; those inside and
those out.
"E-31 spent several hours on the
bottom. Later she emerged again, and
it is doubtful (since it is not chron
icled) which was the more surprised
E-31 or the big four-funneled German
cruiser within 60 yards or so of which
she found herself. But she was the
wrong way on for loosing a torpedo
and too close, while the cruiser had
to slew round before she could ram.
Still, she had all the advantage- over
E-31, for she could shoot. She did,
too; but E-31 was wary, saw the dan
ger, and dived. Disappeared . al an
1 1 angle downward of something over
45 degrees. As her length was about
60 feet more than the depth ot the
water It was a maneuver attended by
some risk. But this risk saved her
life.
"Just am she dived the cruiser fired.
She couldn't have missed If she'd
tried; yet she did. The shot carried
away all the outrigging of poor E-31,
and she plunged to the bottom. Tou
can't blame the Germans for thinking
she was done, and for Issuing an of
ficial report to that purpose, for if
she had been hit she could not have
'plunged' quicker; her own men didn't
know what had happened, though they
knew something had.
"Again E-31 lay on the bottom. Some
hours later she came up and the dam
age was inspected. The shot had
missed her by one inch no more. She
could tell by what was left of her
outrigging and marks elsewhere. The
angle at which she had dived had been
her salvation.'

T. Nilmura, a Japanese coal passer,
was suffocated Saturday afternoon
on the steamer Tokiwa Maru, here.
Earlier in the day the federal au
thorltles fumigated the vessel With
cyanide and closed the hatches. A
warning was sent out not to allow any
of the crew near the coal bunkers
! Nilmura. who had evidently eone be-
,ow without being seen, was found
dead ne the inkers a victim of the
deadly fumes. The body was removed
to the morgue.
