It has been found that the site bas acted as a sort of sponge, and has accumulated much underground water. The ground has largely been filled In at soma prior time, and mucn sawdust, which acts as a rain storage, is beneath the surface soil. In order to be on the safe side, an electric-driven pump haa been In stalled on the south side of the site for ine removal of any water that might accumulate In the basement. At present the work seems to be moving, slow, which seems character istic of government construction, on account of the system of supervision. Besides having a supervisor on the site during construction, the contrac tor cannot use any material or device In the structure without first having sent a sample of it to the government architect at Washington, D. C. There It isjthoroughly sampled and accepted or rejected.
