According to The Dallea Optimist, entimnt In "Wasco county is not united In favor of the proposed road over seven mile "hill as a link in the Columbia river highway between Hood River and The Dalles. A number of the papers," says the Optimist." are callinr attention to the fact that deception Is bein practiced by calling the road between here and Portland the Columbia river highway, when the only portion of that road that can be properly designated as such is that part extending from Port land to the Hood River county line. but It will be -also a rank deception to refer to the road as the Columbia river highway from The Dalles, when bonds have been voted and the con necting link constructed over Seven mile hill. In that event, when the truth is told, it will be stated that tourists from The Dalles can connect with the Columbia highway by taking the Seven-mile hill road, for it cannot in truth be called any part of the Col umbia highway. "That portion of the highway which has been constructed is one of the most beautiful driveways In the world, and the scenic beauty anJ grandeur along the Columbia river, which this highway enables the trav eler to behold cannot be surpassed, and It is lamentable that the money that is to be spent by Wasco county, in case the bond issue carries, for the purpose of connecting with the high way, is not to be spent in building along the river, and thus cary out the original conception of the highway. "In our opinion the thinking people of the county wanted the river road, instead of being forced to ascend and descend two mountains entirely away from the river." Errand Boys Go on Strike. Philadelphia, Sept. IS. One of the strangest strikes in history became effective here when several hundred errand boys, demanding one cent more per package, quit work "indefinitely." However, the government has done much good work and with that under way, it will In a few years be one of the mot beautiful and easiest drives In sll Oregon, equal to the roads to be found In any of the national When that day comes, this road is expected to he one of the most fa vored tours In all Oregon and Is cer tain to be the merca for hundreds of camping parties each summer. Forty-five miles of this road are within the boundaries of the Cascade and Deschutes national forests. The old rond hn.1 sharp turns and steep grades ns hlKh as 28 prr cent In places. It 4s planned by the forest ervice to 'reconstruct this road, with a maximum grade of fi per cent. When forest of ficers first considered Improving the McKenzle road it was thought that a j nVi!ntum grade of 10 per cent wouid ' be -necessary. Survey Made Several Tears Affo. In the summers of 1912 to 1914, Lane county made a survey from a point tx miles' west of McKenzle pass to Lost creek ranger station, a distance f 10 miles, and reconstructed the road on what Is known as Dead Horse hill on this survey line. This reduces the old grade from a 28 per cent maximum to 10 per cent. Some construction work was done In 1913 and 1914 near the Lost creek ranger station on the Cascade forest, but this was dlscon , tinned when It was found that a 6 i per cent grade could be obtained. Last " year a survey was made from three miles east of Lost creek ranger station toward McKenxle pass. Construction work on a three niile section of this survey Is going on at present under an allotment of $9000 from the 10 per cent fund, which provides for the use of 10 per cent of the receipts from the national forests of the state to oe I used in the construction of roads and ! trails inside the national forest boun dary. The work now going on ellml I nates some of the worst grades on the I road. Work to Be Son Piecemeal. It Is not expected that sufficient i funds will be available to complete the '- reconstruction of this 45 miles In any I one season. The present plan Is to im prove some of the worst sections each , year until finally the whole road is put in good condition. C. R. Seltz, for est supervisor of the Cascade forest, Is i in charge of the construction work now i going on. The next worst section, two i and a half miles long, has been sur- I veyed and plans for its construction i will be worked up during the coming i winter. Fourteen miles of this road east of i the McKenzle pass Is within the Des chutes , national forest. The road ! crosses the forest boundary two miles west of Sisters. For about six miles .from the pass the road runs over lava " flows, and through sandy canyons and harp turns and bad grades. The re mainder of the distance the old road ' is merely a path through the trees and . over sandy soil, making automobile , passage) very difficult. The new loca , tkm for the first mile east of the pass has nox been determined. The com plete Survey has been made this sea son of the remaining 13 miles to a point where the road leaves the for est. An arrangement Is being worked out whereby Crook county and local road districts around Sisters will co operate in th construction of this en tire 13 miles. To Connect Two Highways. This road, when completed, will con nect the Pacific highway at Eugene on the west side of the Cascades, and with the Central highway in the Deschutes valley east of the mountains. The pres ent plans are made with the idea that eventually this road will become part of a through highway touching Flor ence, Eugene, McKenzle pass. Sisters, Trineville, Canyon City and Ontario. This is at present some of the worst that the Maxwell found. Below Where Uie McKenzle road skirts the lava field. This road will be much improved. horn, a storage battery, charging and lighting system, and numerous devices which are found on the standard auto mobile. The remarkable finish which is put Into these cycles is a mechan ical wonder. These cycles are of the type which are considered indispensible in the irmy, and form one of the most val uable aides to the border forces. The military tone is Introduced in the new color of the Harley, which is the rega le tion olive drab,, simulating the uni form and the desert sand. Hand and foot brakes offer addi tional features of safety, and as in the motor car, improvements have been made in the motor, to the end that the same gasoline consumption gives greater power and more flexi bility. Taking advantage of a refcent de cision of the supreme court in a case trom Lane county, the county court of Grant county has passed a resolu tion which will virtually mike in effective charter provisions of incor porated towns exempting them from road ta x. The resolution provides that here after it will be the policy of the county court to cease making a levy of spe cial taxes for road purposes and that in the future all expenses in any way connected with roads and bridges shall be paid out of the general fund of the county. Under the new system thew will be no road fund. The money col lected for road purposes will alt jo ' to the general fund. The cost of main taining the roads will be estimated as . usual when the budget is made and the necessary levy uill be added to , the general county levy making all ef the taxes go Into the one fund. Towns which have been exempted under their charter provisions can, of course, make 11 a special road levy. If they see i but the assessed property will not lu ' the future he exempt from road ta' This will add about a half a million dollars to the assessment roll. Absent From Battle on Pleasure. O An Austrian court-martial. sitting at Klagenfurt, has begun the trial of General Rledel, who was in command in Oorixia. on a charge of having left bis post on a pleasure trip on the eve of the Italian attack, and of having been absent during the first 48 hours of the Italian offensive.
