Sub-caliber practlc with the 10 Inch coaat defense runs at Fort Steven- la now under way. The Oregon coast artillery troops encamped hero are malting a 'splendid showing at that work, which Is being held for the purpose of ret ting; used to the big guns preparatory to service practice, which takes place on Tuesday and Wednesday next. In sub-calibre practice, a sub-calibre tube, which In reality Is a gun of lesser calibre than tho big; Runs them selves. Is Inserted Into the bore of the 10 Inch cannon that guard the mouth f the Columbia river. By use of the sub-calibre gun small snails weighing one pound each are fired under exactly the same conditions as will prevail when the 60 pound service projectiles are fired next week. Targets Towed by Tug. This enables the gun aectlons of the various companies manning the bat teries to become well drilled In sight ing and determining ranees and In handling the big- (una generally, while the observing details and range sec tions, the men of which furnish data ' on which tb runs are fired, are also Slvan a chance to practice the many duties that fall to them. During tab-calibre practice, as In service practice, the guns are fired at a target towed by a tug. The sub - eallbre practice la elng held at bat teries Walker and Lewis facing the I Columbia river. Tho target for the I sub-calibre practice is being towed In ' the river by the steamer Major Guy Howard and the short ranges are being vised. Several of the gun companies re making exceptionally good scores, while the work of all companies Is above average. Companies Keen for Honors. From present indications the serv ice practice next week is frolng to be highly exciting, keen rivalry exist ing among the various companies for first honors with the huge service projectiles. The Fifth company, of Albany, commanded by Captain Knox, yfpn fourth place in the United States last year and that company expects to do even better this year, while all other fjun companies In camp are go ing to make a concerted effort to beat the murk made by the Fifth. The gun rompanles exprct to finish their mib-callbre practire by Satur day. Karh company Is firing more then fifty rounds of sub-calibre am munition tuid at the present rate of progress It Is believed that all six companies will ht completed their practice by that time. Mortar Oompaniea Busy. The mortar companies, manning bat tery Clark, are also engaged In sub calibre practice and are making ex cellent progress with good results. Yesterday afternoon the mortar com panies blended powder, getting the charges ready for service practice next week. Another regimental parade was held Wednesday afternoon at 4:46 o'clock and the Oregon troops made a splen did showing, being highly compli mented by the regulars witnessing the review. The usual gunners' instruc tion, artillery and infantry drills and guard mounting ceremonies marked yesterday's program. Sub-calibre practice at both guns and mortars, artillery and infantry drills, battalion drills and guard mounting featured the program yes terday. PERSONAL MENTION Mr. Crawford at the Beach. E. G. Crawford, president of the Lum bermem National bank, with Mrs. Crawford, Is spending a few days at the boach resorts. Dr. and Mrs. E. It Lenox and Dr. and Mrs. E. P. Mrs. George C roth era of San Fran cisco is visiting Portland friends for a few weeks. La Grande Contract Goes to Portlander La Grande Or., July 21. Thursday night the cltj commission opened the bids on extensive sewer Improvement for La Grande, George Gordon of Port land, being lowest bidder for the main work which was $16,567.40. The trunk line of this system was bid to-west by Jack Childa of this city, but It is un derstood be will sublet to Gordon. An other small sewer Job was bid In by Calvert and Moelke of Grants Pass, their bid being $1045. but this has al ready been sublet to Gordon. The trunk line bid wi $3544.50. Reprisals Extended : !To Include Germans' I ! Royal Decree Issued tn Italy as Bet-It i of Strained -delations; Germans Axe Treated as Enemies. Rome, July 21. (L N. S.) A royal decree was issued yesterday con- talning reprisal measures against Ger- j man subjects. The decree was the i result of the strained relations be tween Italy and Germany. The decree, which was prepared by Baron Sonnlno and Slgnors Sachl and Raineri, extends to the alien enemies of Italy and her allies every measure adopted against the Austrian subjects. The first part of the decree prohib its every transfer of property. The second prohibits a recourse to law courts. The third authorises the government to adopt against the alien enemies of Italy and her allies additional re prisal measures. : Relations between Germany and Italy will now depend upon how Ger many views the decree.
