We desire at this time to enter ' a protest againrft the countv nerrnit- . ting the pavement to be used In this . way and to serve notice that we will , not undertake to make any. repairs on - account of damage done by the roller shown in the pictures. In 'the first , !lace, there is absolutely no necessity - for rolling the shoulders with a ma t chine of the sise being- used, neither Is there the slightest necessity for any .- part of the wheels coming in contact . with the edge of the pavement.' In - view of the fact that the shoulders Have onlv. been rolled alongside the . concrete, brick and wood block, sections u it would appear as though the work ' was being done in the manner it is In . order to purposely break up the con- -crete slab and in the case of the wood blocks to break down the curb ing. In order to discredit those types or pavement. I -am very much sur prised that the county officials would permit anything of this kind to be done. The photographs alluded to in Mr. , .Eklen's letter are views of the county"s road roller in operation along the edge of the pavement. In stating that the V shoulders are only, being rolled along the concrete, brick and wood block sections, Mr,.Kden seems to have been misinformed, as an inspection of the work shows that those along the bit- , ulithic section are also beine rolled. The record shows also fhat the breaks In the pavement were in ex-' istence long before the county began the work of dressing up the shoulders. They were due to the impact of the heavy traffic on the road and the poor sub base, There have been breaks in the bltu lithic section, but theyvhave all been repaired by the contractor without protest. This section lies between Crown Point and Latourell and was 'not paved last season, for the reason ' that the grade had not sufficiently - settled. The contract was let to Boyajohn Arnold company. - It was the original intention to make the pavement only 18 feet in width, but owing to the many curves it has been decided to make it 24 feet "?,in order to eliminate the possibility of accident. It will be recalled that the princi pal argument used by Governor i Wlthycombe 5n advocating the con solidation of the state highway de partment with the office . of state engineer was that a great saving could be made in administration ex I pense. ( , The consolidation was made by the legislature, but the results have not Justified Governor Wlthycombe's as sertion. The department is now costing the taxpayers fully as much as it did when Independent, despite the fact that the volume of work is not so great now as It was then. In (February, 1915, under the Bowl by administration the office payroll of the department was approximately $1200. It should be explained however, that a number of field men were included, and that this, roll cannot be fairly used for comparative purposes. Advices from Washington indicate that Bere is no prospect that con gress wilt make a direct appropriation for- the construction of the Mt.- Hoed foop road, as provided for In a: bill introduced by Representative McAr thur asking for an appropriation of $200,000 f or ' thia purpose. . The - only encouragement for gov ernment aid for this road is found in the bill introduced by Representative Taylor of Colorado , providing for the advancement - of money; on timber in the forest - reserves. . The Taylor bill has been Indorsed by the United States forest service and is regarded as "a department measure. -.-.j--.-.- It has also been Indorsed by i the Portland Chamber of Commerce . and nearly every other commercial organ ization in the state to which it baa been submitted. Similar action. . has been taken In other states having for est reserves. ' It would seem, there- small amount of public pressure on members of congress to enact the bill into .a law.,; ; :':- r,:; ; f v, 77, , -Agreement Must Be Cooperative. .According to the text of the bill the sum of $1,000,000 is to be appropriated annually out of the,, national treasury for a term of 10 years, making 110. 000 000 altogether. , ' The money Is to be expended under the supervision of the secretary, of agriculture upon the request of the proper state and county officials for the. survey, construction and mainten ance of roads and trails within or only partly;, within the national for ests.: : :;.''.-.. It is provided however, that the state or county shall enter into a co operative agreement" with "the depart ment of agriculture. A further pro vision is that the aggregate expendi tures In any state or county rhall net exceed 10 per cent of the value of thf timber and forage Resources which are or will be available for income upon the national forest lands within the respective county or counties where in the roads or trails will be con structed, ---if: i , " M. If the best1 place to build that road is 20 feet in front of a man's property, the road ought to be built there; and If it needs the strip of land where that man's house stands, it will have to run through sthe man's house. "Where right of way cannot be got ten through friendly settlement, then condemnation should follow. Work to Start Soon. Work will start in the near futtlre on the open ing of the. Columbia river highway between Astoria and Knappa. Whether the road will be opened for a further distance depends largely upon action taken by Columbia county. To Improve XcKensle Hoad. The county commissioners of Lane county have planned this year's workon the McKenxle pass road. The proposed Improvement includes the elimination of a bad hill between Foley Springs and McKenzle bridge, and quite a lot of heavy work in the neighborhood of Blue river. Direct Tax Is Pavored. At a meet ing of about 25 taxpayers, members of the old Umatilla County Good Roads association, a resolution favoring a di rect millage tax for road improvement Instead of a bond Issue, was passed. Kust Walt General Election. Ac cording to an opinion given by County Attorney Severs of Lane county a bond Issue cannot be voted on at the May primary election, but must ba considered at the general election this bay, Reedsport and Gardiner -directly with Scottsburg. giving a straight out let from the coast to the Pacific high way at Drain, without having to travel 20 miles of the distance by boat. When the road Is opened to travel it is the plan of Lakeside and Coos Bay residents to build a road from the bay to connect with it. This will give Coos Bay connecction with the Pacific highway. Independence Is Disappointed. Ac cording to the Polk County Observer the $3009 appropriation from the state highway fund for Polk county is to be expended on the road from Dallas to i Salem instead of the Salem-Independence road, as has been generally understood. The change is a disap pointment to the people ' of Inde pendence. Will Start Surrey Keart Week. The survey - of the ' Medford-Crater Lake highway will begin next week with a crew of 12 men under Engineer J. W. Ball of the' United States office of public roads. The work wlll probably cover a period of five months. In all probability the route will follow the course of the Rogue river as nearly as possible. Ritner, of Pendleton, who ls a candidate for election to the leglsla ture, has announced himself in favor of the abolishment of the road supervisor system. "If I should be elected." says he, "I will devote all my energies to ward securing a revision of the Oregon road laws, with the view of changing the present Inefficient and- extrava gant system under which we are now working, and nnder which the county received less -than 60 cents of value for every Si spent. I believe that, if any permanent road work is done,' the coun ty court should have the authority to place all such work in the hands ot a competent road engineer; and that all work should be done 'under his direc tion, rather than "to have each separate road supervisor handle the work In his respective district. At present Umatil la county has over 40 road supervisors, each working independently of the other. Consequently, we have 40 dif ferent methods of building roads. ' : That Portland has "now one of the most successful , organizations of mo tor owners in the Portland Automobile club, was ef f ectively brought out in the review of the last year, made by President Overmire at the club's an nual meeting, Wednesday night. - -The. club's activities have grown in number from-year to year and a re capitulation showed,, briefly that In the following things the organisation has had a successful part: In the' tourist rush of 191S the or ganization ' came to the - front in the matter of - giving the visitors all the touring information that was asked for. Supervisor Systeny Plan Is Set Forth Deputy State Engineer Reports Sevan of Sis Investigations In Coos County Made During past Pew Weeks. A comprehensive plan for the im provement of the highways of Coos county has been set forth In a report made by, E. I. Cantine. chief deputy state engineer. The report was made under the direction of J. II. Lewis, the state engineer, under instructions of the Oregon state, highway commission, in compliance with a request made by the Coos county court and the Coos County Good Roads association. Mr. Cantine recommends that there be mad a through trunk road from the Douglas county line on the north, South through Lakeside.! on Tenmile lakes, to Coos Bay, and from the latter place to Coquille and Bswidon, and south to the Curry county line, and from Coquille .south to Myrtle Point, and from there east along the middle fork of the Coquille river, leading again to the Douglas county line by way of Camas valley, and to connect with the Pacific highway at Dil lards or Greens. Englneer'Cantine states that the out let toward the north would te an im portant one, and would be a route from Coos county to the Willamette valley by way of the Umpquas river and Elk Creek, to Drain, a water grade line, connecting the Pacific highway and coast road. The road to the north is only partially opened, and. If built, would be a new outlet. The road to Curry county also now exists, but it is recommended that this. like other roads now in use, be. improved. , Coos county has been expending , $200,000 a year for some years past on ! road work in all parts of the oounty. It was urged by the good roads asso ciation that some general plan be sought and followed so the money could be spent to the best possible advan tage. It will now be up to the county court and the Good Roads association to take some action on the report which has been submitted by Engineer Can tine. . , ' " working this out are now under way and a . demonstration of it will be staged soon. v7, " :r' ' -.7 " The financial report of the" club showed a decidedly healthier tone than the one of a year ao.'
