Marshal Stevens that agents Issuing

United States mails. Stevens says
that one agent, following the expose,
fearing that his policy would fall into
the hands of those handling the inves-
" ligation, stopped a mail-carrier, and.
misrepresenting his identity, got the
policy from him before it was deliv-
- ered.

The question of prohibiting gasoline
filling stations on sidewalks from the
