August 23, Portland attorneys and their guests attending a Joint convention of Che Oregon and Washington state bar asso ciations win listen to ex-President "William H. Taft, who will speak on "Law and Government." This address .will, be 'one of the big features of -the : convention. The convention will last three days and is the first joint session to be held by the two state organizations. The sessions will be held in the Heilig the aTt're on Monday and in the library on Tuesday. Monday afternoon and Tues day morning and afternoon will b de voted to serious work. GKicsts Will Be Welcomed. The Monday session will be opened With welcoming addresses by Governor Withyco.ni be and Mayor Albee, to which Frank Reeves, president of the Washington association, will respond. Ex-PresUient Taft. will follow and ad dresses by Mr. Reeves and Judge A. S. Bennett of The Dalles, president of the Oregon association, will complete the day's program. Monday evening will be devoted to a reception to be held at the Univer sity club from 8 to 10 o'clock. This reception will be an Informal "get together" affair. Light refreshment's wili be served. Prominent Men to Speak. Features of Tuesday's meetings will be addresses by ex-United States Sen ator George Turner of Spokane, on "The Bench, the Bar and the People"; United States Senator George E. Cham berlain of Portland, on "Governmental Supervision of Water Power and Other Natural Resources"; Herbert Harley of Chicago, secretary of the American Judicature society, on "Present Data for Judicial Organization," and Dr Paul Rocker, on "Expert Evidence in the Courts From the Standpoint of a Physician." Miscellaneous business and resolutions, with a separate meet ing during the day of the Washington 'association, will complete the working part of the session. Trip Over Colombia Highway. A lawn fete at the Waverley Coun try club grounds, preceded by a steamboat trip on the Willamette river, during which music and danc ing will drive away thoughts of toil and trouble, will occupy the conven tloners Tuesday evening. The Columbia river highway will attract Wednesday. At 9 o'clock au tomobiles will start from the Multno mah hotel. Luncheon will be provided jaicnic style at Benson park. Opportunity ' will be given those not members to join if eligible, but non members ' will be welcomed at the meetings without charge. The regis tration books wilj be open Sunday, Monday and Tuesday, August 22 to 24, at the Multnomah hotel. The Ar lington club, the University club, the Portland Chamber of Commerce and the Waverley Country club have ex Tended the courtesies of their organ izations to the associations and vis - itors' cards will be furnished. Kx-President Taft will be Joined in Portland by Mrs. Taft and Miss Helen Taft, who will accompany him to San Francisco. The ex-president will come to Portland from Salt Lake City, where he is to address the American Bar as sociation meeting. He will leave Port land Immediately after making the ad dress to the Joint session. Ex-President Taft will also be the principal speaker at a breakfast in his honor to be given Sunday morn ing, August 22, by the Portland Press club. The affair will be for members only, and will be at the Hottel Ben son. Short talks by newspaper men and music will complete the program. Drive Is Praised C. V. Cooper says that the finest drive around Portland Is - through Mount Tabor park, views of which are shown elsewhere in The Journal today. He is surprised that more people do not know of and enjoy its beauties. In a letter he says: "I have been driving a car for two years around the city, and it was only a week ago I 'accidentally' discovered the finest drive in Portland. This is through the park on Mount Tafeor, and lonowing tne road around the moun tain. The view is simply magnificent, north, south, east and west. It beats the view from the TerwillieRr hnnl. va ri The entrance is at Sixtieth and East Salmon streets, theti follow the road, which, while not paved, is hard and smooth. All the cities and towns that are par ticularly interested in the improve ment of Oregon's rivers and harbors have been invited by the Portland Chamber of Commerce to send repre sentatives to meet with the members of the congressional committee on rivers and harbors, who will visit Oregon Au gust 17 to 20. This committee has very much to do with the appropriations made by con gress for rivejb. and harbor improve ments, and an effort will be made by the Chamber of Commerce to Impress upon them the immense territory which the Columbia river serves. The chamber has invited the follow ing cities and towns to send represent atives to present thir f lalms and par ticipate in the entertainment of the committee: Kennewick, Goldendale, Roosevelt, Walla Walla and Pasco, all in Washington; Lewiston. Idaho; Pen dleton, Umatilla, The Dalles, Oregon City, Salem, Astoria, Marshf ield. North Bend, Florence and Roseburg. The committee'' will arive Tuesday night from Grants pass, and the tenta tive progcam is to go up the Columbia river past the Celilo canal Wednes day, up the Willamette valley and in spect the Oregon City locks on the re turn trip Thursday and down the Co lumbia river. RESERVE FUND IS PROVIDED FOR BY THE GRAND AERIE Object Is to Guarantee Sick Benefit Funds and Fund for Funerals. Herbert Choynski, a prominent law yer of San Francisco, is In Portland after attending the grand aerie of Eai gles at Spokane. He has been here be fore, and last year brought Mrs. Choynski to Oregon solely to have her observe Oregon scenery. He tells of Recently Joseph N. Teal proposed to the people of Idaho that they partici pate in a, campaign for the canaliza tion of the Snake and upper Columbia rivers, together with the development of hydro-electric power for irrigation and industry. ' . In a letter. United States Senator William Borah of. Idaho gives his opinion of the plan, saying: "I always regard anything Mr. Teal may say on this and kindred subjects as entitled to more than passing con sideration. Support Zs Promised. "I find myself in perfect agreement wjth Mr. Teal as to the great benefits to be derived from the further im provement of the Snake and Columbia rivers. I shall be glad to give any support I can to this project, or line of improvements and to all other le gitimate improvements of our "rivers. I am a thorough believer in the im portance of our. real waterways and of those streams the Improvement of which will be of benefit to the people generally in matters of transporta tion. There is much indication that the shameless graft which has character ized the rivers and harbors bills for some time will hereafter be eliminated and that men who desire conscientious ly to support legitimate enterprises will be permitted to do so without feel ing at the same time that they are supporting a proposition which should have no place in decent legislation. Must Keep Bill Clean. "If the bill can be! kept clean there will be no difficulty whatever in find ing sufficient support and sufficient means to improve such substantial and worthy river work as that of the Snake and the Columbia. I hope to be able to be of substantial service to your cause. "The Eagles are preparing for the time, which is not sd far distant, when the insurance commissioners of every state will see that funeral and sick benefit orders properly provide for and guarantee what they agree to pay. . "You people in Portland have some wonderful institutions. While we have some fine department stores we do not have them in their own build ings. And then there is your magnifi cent public water system and your beautiful parks. The Columbia river road is a great thing to bring nature closer to the tourists. "The grand aerie at Spokane appro priated $10,000 to help out the weaker local aeries struggling under adverse conditions. The order is much stronger for the Spokane convention. In a few years its guarantee fund will make it the richest fraternal; order in the Uni ted States." German Losses 3,500,000. Copenhagen, Aug. . 7. The latest German casualty list published brings the total of the published losses of Germany to 2,500,000 men.
