When completed it will be one of the most popular drives in the west ern hills., as it tinfoids the most com prehensive panorama ; of ;gthe : sum round in B court try. From this point one can overlook the vast farming: country of Washington county to the coast range and to the eastward can view the Cascade range with its snow peaks and all the in tervening - country including a large portion, of the city. 1 Beginning at the end of Montgom ery Drijre on Portland Heights, the , boulevard runs to Mount Zion, where tlie first view of the rich Tualatin plains ' is caught. Winding around th western brow of the hill . at an elevation of 1000 feet, the boulevard passes just below the Council Crest resort to the southern breast of the range.,- where the Willamette comes within . h,e range of vision. PLAN FOR IAD CONSTRUCTION GIVEN INDORSEMENT Benton ; County Courier Very' Strong in Its Advocacy of State Cement Plants.- The Benton . County Courier is strongly advocating tha dan suggested by'S. H. Moore of Corvallis for road construction. The . plan Includes the operation and control of cement plants by the state for the purpose - of fur nishing 'cement to the comities and lime to the farmers for fertilisation of their acres at a low cost. A synopsis of the plan follows: . Would Condemn Depcslts. State control of materials and construction;-, 'creation of a road govern ment; condemnation or purchase of deposits and plants ; division of" Btate Into zones and units; construction of cars if necessary; prison labor where It can be used; the state to assume the manufacture of tile and cement and the crushing of lime for- fertiliser; provide all machinery and take : con trot through the proper officers of all road and bridge construction: the government to be in the hands of a state board of highway construction consisting of the .governor, , attorney general and -state highway engineer; the state to be divided into traffic zones for the location of cement mills.
