This Is poined out by Representative Webb of North Caro lina, chairman of the house" Judiciary committee. . "People dliould be. but arc not. In terested in legal reform," naid Mr. "Webb, "and therefore the newspapers give such matters Meant attention. No one but lawyers read legal reports and knowr, as a rule, the real import to the public of so-called "reform" laws. The new laws passed by this congress have escaped popular attention to a large degree because of this fact." Mr. Webb points to a number of new laws of procedures which vitally affect tlie interests of the mss of Americans. Some Important Enactments. One of the newi laws is that prevent ing dental of justice to a private liti gant in state courts by permitting iilrn new avenues of appeal to the federal courts. This law will prevent him from being "tli rown out of court" on a technicality in the state courts, by splitting of hairs between equity and law division rules of procedure, and will' give him a new deal in the fed eral courts. - Another new law which, according to Webb, has largely escaped public attention as to its importance is that permitting an appeal to the federal courts where a state court holds un constitutional a state law such as a workman's compensation act. This law was enacted by congress to meet a peculiar situation. The New York supreme court had held void a state workman's compensation law. A sim ilar law in New Jersey has been ap proved by the New Jersey supreme court. Neither law was passed upon by the United States supreme court, but it was pointed out that a,' peculiar' situa tion might have arisen if the highest court in the land had sustained the principle of workmen's compensation legislation by upholding the New Jer sey law, while the New York state-! supreme court, as interior court, stui prevented operation of such a law in New York, just across the line from New jersey. It was . to meet such a contingency that eongress passed the new federal act insuring appeal to the federal courts for a decision which would be superior to any state court's decree. FIT Other Maw Lwi. Five otheri new laws have been enacted to "speed up" work of the supreme court, affording quicker justice- for litigants there and also light ening the labor of the justices. One law provides that railroads cannot appeal to the supreme court when their appeal is based solely upon the fact that they enjoy a federal char ter and are thus "creatures of con gress." The law stipulates that, even If such railroads have federal charter?, instead of taking a direct appeal as a matter of right to the supreme court, they must first go through the lower federl courts. Another now law' provides that bank ruptcy, trademark, copyright and pat ent cases shall not be appealed directly to the supreme court, but must first be based by the circuit and appellate courts. After that no appeal can be made unless the supreme court or some J u slice voluntarily consents to have an appeal given. Similar laws curtail ap peal to the supreme court of cases from Porto Rico and Hawaii. Third Floor Cincinnati Has a Municipal "Store" Bun In Connection With City's "Bundle Day" Committee, to Kelp rn Solrtng tna Unemployment Problem. - Cincinnati, Feb. 20. A municipal "department store" working two days for charity was today voted an estab lished success here. As a result hun dreds of Cincinnati's poor ; are today wearing 25 cent shoes, S cent; coats. 25 cent overcoats, 50 cent tritSkJdi elothes and other apparel whichj"tiey avoided charity by buying and paying for like ordinary folks, in ordinary department stores. The municipal department store is conducted by, the city's "bundle day" committee. Worn clothing- is .gathered froni Lthe residence districts. It is then taken to municipal workshops, where unemployed men and women are paid a decent wage to mend and put it in presentable condition. The next step-in the department store, garments are sold at minimum prices to the" needy. But none but the needy need apply, for permits to buy are issued after due investigation of each appli cant. The ' municipal department stons profited $1817.67, or an average of 14 cents on each garment. In three days. This money was used to pay $1472.15 to unemployed menders In the muni cipal workshop.
