(b) No pedestrian, vehicle, or street car shall break through tf-e line of a funeral pro cession. Section 10. Restrictions as to Horses. (a) A horse shall not be unbridled or left unat tended in a street or unenclosed space with out being securely fastened, unless barnessed t a vehicle with whe-Is so secured as to prevent its being dragged faster than a walk. (bl A driver shall bold the reins in his hands at all times wul?e riding, driving, or leading a horse. (c) No one shall overload, overdrive, over ride, ill-treat, or unnecessarily whip any horse. (d) No one shall crack or so use a whip as to excite any horse other than that which he is using, or so as to annoy, interfere with or erdanger any person. (el No one shall use a horse unless fit for Its work, free from lameness or sores likely to csuse pain, and free from any vice or disease likely to cause accident. Injury, or Infection. Section 11. Restrictions as to Vehicles, (a) A vehicle without a driver shall be so secured that it cannot be moved without human action; and the machinery of a motor vehicle shall be at a standstill. (b) A vehicle shall not be used which Is so constructed, enclosed, equipped or loaded at to be dangerous, retard traffic, or prevent the driver from having a view sufficient for safety. Unnecessary Noise Prohibited. (c) Iron or other noisy material shall be s loaded and deadened as to prevent unneces sary noise. (di A motor vehicle shall be equipped with resilient tires so constructed and in such con dition as to prevent Injury to pavements. (e) No one shall enter, ride noon, attach himself or his vehicle to ny vehicle or street car without the driver's consent. (f No one riding a bicycle or motorcycle shall hold on to a street car or motor vehicle. (g) A vehicle shall not be operated with a trailer, except (1) when the trailer is close coupled and the length over all of leader and trailer does not exceed 40 feet; or (2) for the purpose of hauling poles, long structural material or stage scenery; or (3) when the trailer is a disabled motor vehicle, in which c-so the two vehicles shaU not be mora than 13 feet apart. A vehicle with a trailer shall be operated with the greatest care. shaU avoid crowded streets, and between the hours of 7 a. m. and 8 p. m. shall not pass through the district bounded by the north 6ide of Stark street, the west side of Tenth street, the south side of Yamhill street and the Willamette river: Provided, that dlsaoled vehicles are not sub ject to this provision. A trailer shall be In charge of a person to prevent accidents, nnd shall have sufficient signals bv day and by night to Warn the pub lic that there is a trailer. (h) No motor vehicle shall be operated with offensive exhaust or with muffler open. U) No vehicle shall be driven alone a sidewalk. Loads Are Regulated. (J) Traction engines shall not be driven on hard surface streets, except on planks af fording sufficient protection to prevent Injury to the pavement. (k) Vehicles shall not carry a load weigh ing more than five tons. (1) Vehicles shall not spill their loads. (mi No truck, or dray shall use. Morrison street. Alder street, or Washington street be- tween Second and Tenth streets from 9 a. m. t 6 p. m., except on holidays, unless loading , o- unloading freight on such streets. ; Section 12. Section 13. Rights and Duties of Drivers snd Pedestrians. (a) Drivers must exercise all possible care not to injure pedestrians. (bl Pedestrians shall observe the traffic directions of police officers, and they should also, for the safety and convenience of them selves and the public: k. Look to see what is approaching before stepping from tbe sidewalk. 2. Cross the street at a right angle, prefer ably at a regular crossing. X. Stand on the sidewalk when waiting for a car. 4. Face the front of a car when alighting from It, and observe the traffic from the right before moving to tbe sidewalk, and. If cross ing behind a car, observe the traffic In both directions. 5. On sidewalks keep to the right; and when stopping do not obstruct a crossing or an entrance to a building. Section 14. Responsibility. The driver or person In charge of . vehicle, when any of fense under this ordinance is committed, shall be deemed the responsible person and liable to the penalties hereunder. Section 15. The State Law. The statutes of the State of Oregon concerning street traffic, as modified by this ordinance, -jre made a part of this ordinance. Section 16. Penalties. Any person violat ing any of tbe provisions of thi ordinance shall upon conviction thereof, be punished by a fine not exceeding $200, or by imprisonment iu the city Jail for a period not exceeding 90 days, or by Dotn gucn line ana imprisonment. The ordinance concludes by repealing all ordinances affecting traffic which WCra in effect at the time the new law was enacted. Poor Marksman.
