Circuit Judge McGinn's 'honor boy" who was arrested with Winy Monday night, the detectives arrested Edwin Elkins, aged 15, and Ray Clif ford, aged 18, both residing in the dis trict near Wing's home, today. Elkins admitted that he had neisu Wing in three of the six holdups the latter -has admitted. Wing was alone at the -time the assaults on the two girls were made. Elkins said that he and Clifford hal also robbed the Waverly Golf club on January 4 of a number of golf clubts. balls and other playing apparatus. Elkins will be sent to the Juvenile court. Nearly all the letter carriers in the United States belong to the N. .A. L. C, and maintain a representative at. Washington, D. C, to look after their interests. Man Plays Joke, Police Arrest mm jr. B. FUlds Took Auto Out for Spin, but He Im Stabbed In Short Order and Then Hsleaoed. Five minutes after :W. C. Garvey had reported to the police station that his automobile bad been stolen. Police Sergeant Stahl and Patrolman Hunt had arrested J. B. Fields, an oil dealer of Astoria, In the machine at Third and Yamhill streets, and had charged him with the theft Mr. Fields la a close friend of Mr. Garvey, who Is secretary treasurer and manager of the Oregon Motorcar com pany. Passing- the latter offices and salesrooms, he saw Mr, Garvey'a ma chine In front, and as a Joke, climbed in the machine and started for a ride. Mr. Garvey discovered the loss im mediately and notified police headquar ters, and in a few minutes the alarm hAd been spread broadcast through the city. Even as Sergeant Stahl received the report' over a police telephone he saw Fields pass In the machine, and ordered him to stop. Garvey appeared at the station later, offered explana tions, and both departed laughing. Wrong Word. From Punch. "I'm a glutton for work!" boasted the man. Petrograd's an nouncement of the capture of an .Ot toman army corps In Trans-Caucasia, accompanied - by a revelation ' of the positions held by German-led Turkish troops, permits an understanding of the military situation on the czar's southeastern frontier. Hitherto the Russians have given out practically no news concerning the Trans-Caucasian campaign. .Pre sumably the Turks had penetrated so far into Russia that concealment was deemed advisable to prevent domestic uneasiness. Now that the invaders' successes have be"en offset in a meas ure by the disaster one of the corps has met. Petrograd raises the curtain. In doing eo, it disclosed the fact that the Turks have abandoned tltelr first strategic objective, which was ' the capture of Batum, and are aim ing apparently at Tiflis. Batum Is .15 miles from the Turk ish frontier, while Tiflis Is 150 miles. It is also in the mountainous Interior. The former city, however, ( is much more strongly defended. The capture of Tiflis, too, would be of greater con sequence than Batum's since it is not only the administrative seat of the Caucasus but is the province's most modern city. Should it fall into the Turks hands, the incident would be com parable, on a minor scale, to the cap ture of Paris by the Germans. Just as the Germans entered France, with Paris as their objective. In the . one case as In the other, the drive was halted and the Turks are now at a standstill, occupying about as much Russian territory as the Germans hold in France. The perpetrator of the theft of many feticyejes was arrested by City De tective Smith yesterday when he took Alexander McWhirter, 15 years old. of 122 Missouri avenue, in custody. The boy confessed and helped recover parts of an six wheels. The latest theft was made Sunday when he' stole a iwheel from the porch of a house at 1400 Rodney avenue. C. Reports from Grays river are to the effect that the Portland Lumber company will resume operations at its logging camp on the north side Monday. Supplies are being taken for the Campbell Logging com pany's camp in the. name district, and it will probably open next week. (Special to The Journal.) Boise, Idaho. Jan. 6. The resolution providing for the submission of a con stitutional amendment forever pro hibiting the manufacture and sale of alcoholic liquor in Idaho, made its ap pearance in the state senate today. It was introduced by Senator John W: Hart, Republican floor leader. No action was taken on theresolu tlon. No other business came before I the senate at the morning session. The nouse was not in session. Interest in ! legislative circles today centered around the Investigation into the af fairs of the state treasurer's office under the administration of O. V. Al len, former treasurer, now serving a term In prison for embezzlement. It is believed that the recommenda tion of Governor Alexander in his mes- I sage, that no action looking toward an investigation by the legislature, will be taken until the report of the special examiner engaged by former Governor Haines is completed. It is understood . that the examiner will complete his work within two weeks. days in jail by Municipal Judge "Stev enson today. Horace Coles of 715 Burnside street, who was arrested New Year's eve in an intoxicated condition, and Charles Penny cook of 116 East Sixteenth street testified that Coles had purchased half a' pint of whiskey and a bottle of beer in the saloon. Coles is 19 years old and Pennycook is also a minor. Dowgiallo served notice that an appeal would be taken. Prineville Prepares For Big Convention - Prineville. Or., Jan. 6. Elaborate preparations are being made to enter tain the Cattle and Horse Raisers' as sociation, whose convention meets here February 9. This meeting is of national lmDortance to- range stockmen. There will be about 400 delegates here from all oarts of the northwest. The pres ent officers of the association are Wil liam Pollman, president, Baker; S. O. Cornell, secretary. Pendleton; M. R. Tates, vice-president; J. F. Blanchard, vice-president. Prineville. SXSTBZCT HO. 3 -' - - - AUTO BUS BUSINESS GOOD The first day's business of the Auto Sua company, which launched an auto "Street car" service in Portland yes- and transfer privileges, was very en 'couraging to the owners of the ma chines and the company, according to Fred A. Lenhart, secretary. Mr. Len hart said half a dozen more machines were put In the service today and that Other cars woudl be added as rapidly as they could bo secured, until a total of 600 or 600 cars are in the service. The runs uow follow the principal street car lines. All the cars start from Sixth street, between Morrison , snd Alder. Runs are made on both the i weit and east sides of the river. Want Water Cheap. Roseburg,' Or.. Jan. 6. Believing the rates charged for water in Roseburg toy the local water and light company are too high, the city council has de cided that a complaint shall be insti tuted against the company before the state railway commission with a view of securing a reduction. The rate charged by the local company is 20 cents for each 1000 gallons.
