It was the general expression that (- the county should begin a policy of hard surfacing the roads on which 'V traffic Is heavy, Road Master Yeon V showed by figures that It costs from $6000 to $8000 per mile to macadamize and that it costs from $600 to $1000 per mile to maintain these roads per year. i ' On the other hand hard surface I roads costing from $12,000 to $17,000 per mile can be secured. On these the cost -of maintenance will be guaran teed for a period of 10 years. In "his notice to agents of uregon, commissioner Ferguson says: A' law was passed by the recent congress levying a tax of one-half cent '.' on each dollar (or fraction thereof) of V fire Insurance premiums, which be comes effective December 1, 1914. This - act requires that the person or persons H Issuing policies, contracts or certlfi Gates' of Insurance or Indemnity, shall t affix the proper stamps to such docu- . . ments and cancel same byjnitiallng i ana aating mem. "Inquiry has been made of this de-7-partment as to who shall pay this tax. The law Imposing the tax Is silent on the subject. There Is a specific pro vision in the Oregon law which re . quires that the policy Issued by fire - Insurance companies in this state shall contain a true and correct statement f ' of the consideration for whtch such I policy is Issued, and thatthe assured : "hall pay and the agent collect the v full amount of such consideration. In f my opinion this tax Is no Dart of such consideration and its payment may not be enforced upon the assured.
