He authorized a statement declaring that although the big cen ters of population were returning , re sults unfavorable to bis candidacy, the country districts, which were largely: to be heard from yet, would give him a lead sufficient to over come the Johnson lead In San Fran cisco, Oakland, Los Angeles, Stockton and Sacramento, Progressive leaders, however, scoffed at his claim, assert ing that Johnson had carried every seetion or the state witn tne excep tion of San Diego county. At an early hour today James D. Phelan, the Democratic candidate for senator, was leading Joseph R. Know land, the Republican nominee, but he was being closely pressed. Francis J. Up to 5 o'clock this morning not a precinct in the state had returned a majority, la Its favor and it appeared to be snowed under by about four votes to one. Returns from the congressional dis tricts . were meager. It was prac tically certain, however, that William Kettner, the Democratic incumbent in the Eleventh district, had , defeated James C. Needham, the Republican nominee. Representative William Kent also was leading the field in the First congressional district and his reelection appeared' certain. Denver S. Church, the Democratic candidate in the Seventh congreslonal district, was also running far ahead of A. M. Drew, the Republican nominee. Johnson hCakes Statement. Governor Johnson early today Issued the following statement: "My election apparently Is assured. The response of California to four years of good government has been given in no Uncertain terms. 'tFhe victory is in no sense personal. It is the final triumph of popular rule, humanitarian legislation and the regulation by the state of great corpo rations." . At the headquarters of James - D.
