Although the city commis sioner, hare promised that the tax levy fbr the city will not be more than 7 mills It Is Impossible to de termine from the tentative budget estimates what the exact levy will be, In a lumber of instances the com missioners In charge of the depart ments "have not seen the estimates of their employes and they are by no means sanctioning the amount now asked for.. Instead they have stated that they propose to do wme "prun Ing" of their own on the estimates before they axe riled with Commis sioner Bigelow and the budget com mittee for actual slashing. Good hewlng Kade. Estimates as they now stand, not having been touched by the "pruning" knife, will require a tax levy of about three-tenths -of a mill more than last year, which was 7.7 mills. Chief of Police Clark is Making for, 60 additional patrolmen, substations to " cost $100,000 and enouh money to establish the deten tion' home on property recently pur .chased by the city near Troutdale. In the fire bureau Chief Dowell wants four big aerial trucks estimated at 112,600 each, In addition to four nw engine houses to take the place or dilapidated structures now in use. 'He wants a new fire house at Fourth ana; Yamhill streets, one at Twenty ) first id Nlcolal streets, one at Thlr- teenth and T-enmo, in 8ellwood, and another at Front and Glbbe streets. This provides that where employes shall have served efficiently they are to receive increases from tlrao to time until reaching a maximum. , Salary increases proposed for the city -employes will range from. $60 to $240 a. year, according to the position, of the employe. . . Decrease Is Riowa. For the regular work In the depart ment of public works Commissioner deck has estimated the expenditures ' seven per cent less than the amount appropriated last year. There was a total of $492,645 appropriated for this work last December while now Com missioner Dteck Is seeking only $437,- 760. In addition to this, however, he is seeking a number of special appropria tions, but which he is not. going to : press. He says that re has only In serted them to allow the council to de termine whether, they are necessary. He wants funds to carry on the weed "cutting work, to provide for the com pletion of the regradlng work on the CyW. He was on the stand in Judge Mor row's court for three hours and was subjected to a severe cross examina tion He stuck to his original story that he hired Albert to fire Sax & Son's First street clothing store, two years ago and that Sax paid him $200 and Albert -$200 after the Saxs bad collected $8600 insurance. Shortly berore adjournment was taken M. A. Ashley of the Ashley & Rumelln bank took the stand and of fered corroborative evidence. He testi fied that Albert deposited $200 In the bank , about the same time that Davis declares he gave Albert his share of money paid for the fire. The major portion of the day's pro ceedings was given over to a long argument regarding the right of the defense to propound two questions to witnesses with a view of Impeaching the credibility of Davis' testimony. The questions were in regard to Davis record while in Russia, his home land. In this connection, Davis admitted that he ha4 served time in jail for horse stealing but asserted that the , com plaining witness in the case swore falsely and was Jater convicted of per jury while he (Davis) was exonerated The trial will be resumed Monday morning. Boys In Custody. Two boys, 15 and 17 years of age, were taken into custody yesterday noon by Patrolman Cameron -for car rying two large jugs of wine to the Mount Scott district. The lads re fused to explain where they got the liquor, or to whom it was consigned.
