The first step to be taken, however, is the establishment of a regular line of suitable steamboats on the route, as without regular steamship service Portland will not be able to partici pate In the government contracts, which will be a most essential feature lr the profitable operation of the steamers. If effective action Is to be taken In this matter, there Is no time to le lost, as the government will not wait when it Is ready to do business. With Senator Chamberlain as father of the legislation making possible the expenditure of this government money, Portland should have more than an even chance of securing tier ' share of the business if equipped to take care of It. By titling the outside passage and coming direct to Valdez, the time would be shorter and the distance traveled would be less than from Se attle. That Valdez will be the ultimate terminus of the government railroad Is conceded by all who are familiar with the situation, and no matter how many branch lines may be built from other ports, Valdez In the logical and only feasible trunk line terminus. Valdez last year imported merchan dise to tho value of $840,000, of which the greater part came from Seattle. Many attempts have been made by 'the merchants tfnd mine operators to pur chase their supplies In Portland, but by reason of the loss of time In get ting the goods shipped from Portland to Seattle, frequently Involving delay :f several day's, for the return steamer connection Is Invariably missed, the damage Incidental to unnecessary handling and the apparent Indifference of the Portland merchants as to the .value of this trade, have made trad ing with Portland prohibitive, except In a very limited way. It does seem to this association that this Is Portland's opportunity for ex pansion, , and the merchants of this vicinity will do everything possible to make a line of first class steamers be tween Portland and Valdez a profitable IgsVestment. (.'olonel Roose velt was at his desk In the Outlook office for a while today. After dictat ing several letters to a stenographer he visited the American Museum of Natural History to superintend the un packing of some of the specimens he brought back with him from Brazil. From the museum he repaired to his tailor to order new clothes in which to attend his son Hermit's wedding In Madrid. Then he visited a haberdasher to lay in more supplies fbr the name occasion. These errands attended to, he called on his publishers to discuss the book he will issue on his South American experiences. The ex-presldent came over by auto mobile from Oyter Bay and made the rounds of New York In the same ma chine. It was not, he remarked, that he felt unequal to walking, but he had so much to do that he was compelled to save all the time possible. Nearly every one he saw had ques tions to ask concerning his new river. It was clear that the colonel was con siderably piqued by the doubts cast on the genuineness of his: discovery. "It's there," he exclaimed emphatically, "and at least a third of it in naviga ble. If anyone wants to see it for himself I'll tell him how to get to it The x-presldent'a health did not seem to trouble him. He said he felt better every day. and would soon be in prime condition.
