ities, was sustained yesterday by Cir
cuit Judge McGinn. This ends the case
unless an appeal la taken to the su
preme court. Riggs demurred on the
, ground that , the complaint was not
sufficient.

power, to see what adjustments can
be made In satisfying the require
ments of the government.
Confidence was expressed that all
the government's objections can be
met quickly.
