A telegram asking Colonel McKin stry's opinion on the bill Introduced Into the senate by Senator Harry Lane of Oregon, for an appropriation of $1,500000 for a dredge, was received at the office of the United States Engi neers this morning and will be for warded to him at Los Angeles where he has gone on government business. Announcement that the opinion of the head of the local engineering depart ment would be sought by the war de partment was made from Washington, D. C yesterday. Colonel McKinstry left Saturday for Los Angeles to complete a report on the Irrigation project on the San Car los Indian reservation. Grace liner Santa Cecilia will arrive In Portland to load 2,000,000 feet of lumber at the mill of the Port land Lumber company for distribution at various ports on the voyage from here to New York, by way of Central and South American ports. The Santa Cecilia has just arrived at San Francisco on her maiden voy age, 58 days out from New York, by way of the Straits of Magellan. Two weeks after her departure her cargo caught fire and she put Into Talca huano. where the flames were extin guished. The Santa Cecilia is the last of four new liners built last year for Grace & Co., the others being the Santa Cruz, Santa Clara and Santa cataiina MILLS BEGIN CUTTING TIES Four Cargoes to Be Shipped to Porta in India. Two lumber mills idle for the past two months started up today as the result of the securing of the British India tie contract by the St Helens Creosotlng company yesterday. The Star Mill company on the Lewis river and the H. 3. Potter Lumber company at Ridgefield both started this morn ing to cut ties on the big order. Ind., July 4. 1831. When he was 11 years old his parents moved to Iowa, where he attended the com mon schools. He worked about a year In a general merchandise store and carried a chain for surveying Rock is land, in the Mississippi river. In 1842 he moved with his parents to Iowa, where he grew to manhood. His mother died in April,-1851. after he had started to Oregon. He returned to -attend her funeral, and then, with all his effects carried In a bundle on his shoulder, he again started to Ore gon. He worked his passage by driv ing an ox team for the late R. B. Coch ran of Lane county. They arrived In the Willamette valley in the fall of 1851. After assisting his employer to build a cabin, he went to the mines on Galice creek. In Josephine county, in February. 1852. He afterward made a number of trips overland to Califor nia. He was a member of Captain Keeneys company in the Rogue River Indian war and spent three months In field service In the fall of 1855. In 1864 he purchased a tract of land near Harrlsburg. a part of which he always held. He lived on this farm until the fall of 18(9. when he removed to Brownsville. In 1878 he was one of nine to or ganize the Brownsville Woolen Mill company, which closed a successful career at Brownsville in 1819. Mr. Coshow was a Royal Arch Ma son and was the last charter member of Brownsville Lodge, No. 38. A. F. and A. M. He was state senator 1880. Eastern.
