MYRTLE CREEK LIVELY THOUGH OFF ROAD Myrtle Creek.' Or., Dec. 2. Myrtle Creek is a town In Douglas county that is neglected by travelers -because it" is somewhat off the line of the railroad, the depot being about a mile and a Quarter from the town proper. The packing of apples has been quite an In dustry here this summer. It Is one of the few small cities In Oregon owning its own water and electric light plant The latter is soon to be improved and enlarged. The town has several brick and cement buildings and enjoys a trade from rruit ana dairy farms in its vicin ity. Complaint Mill Be Filed. Complaints will be filed in a few days against 13 companies which furnish school books to Oregon scholars for vio lating the law requiring them to take out licenses because the companies are foreign corporations. The licenses should have been taken out July 1, and the neglect lays the companies liable to a fine of $100. The complaints are be ing prepared. Corporation Commission er Watson requested that the complaints be filed. Salesmanship Contest Settled. E. E. Michener won the salesmanship contest In the finals held at tho Rotary club meeting In the Hotel Oregon this afternoon. He was given permanent possession of the medal, which has been successively won by 7 of 35 contestants in one minute contests held every Tues day for several weeks. N. Q. Pike was given second place and C. N. fitockwell third. v.. High Water at Centralis. Centralis, Wash., Dec. 2.-rIf the rains in tha hills surrounding Centralia con tinue much longer. It Is feared that considerable damage will be done by rivers overflowing their banks. The China ditch is .being closely watched by the city engineer's force to prevent a repetition of the overflow of last winter. MABEL PUTNAM CASE L Supreme Court Holds Stenog rapher Not Fellow Servant With Elevator Boy,' (8alem Bureau of The Journal.) -Ealem, Or., Dec. 2. That a stenog rapher Is not a fellow servant with an - elevator operator employed In the same building by the same employer, Is the opinion of a majority of the 'su preme court rendered today In the per sonal injury case of Mabel Putnam against tho Paclfio Monthly company. While going to wot-tc for the Pacific Monthly at its office in Portland Mabel Putnam was Injured while ascending in the elevator. She brought suit and ob tained a favorable verdict allowing "ier damages. The company appealed to t'.r supreme court and in a decision writ ten by Justice Burnett the case was reversed, several points being ralseJ one of which was vthat the plaintiff was a fellow servant with the elevator operator. The case was given a rehearing by the court, which today modified the former opinion but reversed and re manded the case to the lower oourt for a new trial. Tiie opinion is writ ten by Chief Justice McBrlde, while Justices Burnett and Moore dissent. The opinion holds that an -employe Injured while using the elevator on her way to work, and before the time when her hour to begin her labors has ar rived, is not injured while in the em ploy of the defendant, and she Is en titled to the' same consideration as any other passengers using the elevator. It you don't mind ticking one of your lers through the fence and letting him grab hold of HI COUNCIL MAY ENACT LAW FUG RATES TAXIS SHALL CHARGE Complaints Made That Some Drivers Exact Exorbitant Fees for Service of Vehicles There is a strong probability that the city council will be called upon to pass an ordinance regulating taxicab fares in the city of Portland on account of 'numerous complaints of exorbitant fees extracted by various drivers of tbe metered power vehicles. Today. City Attorney La Roche for warded a communication to Commission er of Public Utilities Daly which con tained a suggestion that such an ordi nance be drafted. The latter was ac companied by a communication from H. W. Strong, attorney for the North ern Pacific Terminal company, charg ing that tbe company has received a large number of complaints of over charges from the traveling public. As one way out of the delemma, Mr. Strong stated that the Terminal company had decided to allot space on its property for stands of two of the big taxi comj.l panles to the exclusion of the so-called "independents." He asked whether he could do so under the law. In reply Mr. La Roche made the recommendation that an ordinance be drafted fixing the rate taxis may charge, and suggested that the rates be tacked In conspiclous places at the depots and that the taxia themselves be compelled to carry printed rate cards on their machines also. AGENCIES IAY BK REGULATED Commissioner Receives Complaints at Actions of Employment Bureaus. Owing to the fact that he has received complaints reoently that several em ployment agencies have conspired with employers of labor by which a laborer secures a Job for a stipulated fee and is discharged soon after he goes to work, thereby making room for another victim. Commissioner Brewster announced to day that he would draft an amendment to the ordinance regulating agencies. The proposed amendment will have for Its object the prevention of such a "graft" by providing that all laborers who are discharged before the expiration of 10 days shall receive a full refund of the fee charged for a job. It will also provide for the automatic revocation of any agency license on a third conviction, and will stipulate that no agency pro prietor convicted three times shall be al lowed to follow the business in Portland thereafter even as the employe of an other agent. WOMAN ASKS MAYOR TO HELP Whereabouts of Henry A. Hillon Is Sought by Annie . Roach. Mayor Albee today received a letter from Annie E. Rouch of Surrey, Eng land, asking him to ascertain whether her brot'her-ln-law, Henry A. Hillon, is dead and whether he left an estate. She 'says one of her letters to him was returned to her recently with a state ment that he had died October 1, from apcplexy. Hillon, sha declares, resided in a bungalow at Lents, and had often written her that in event of his death that Hhe would be appointed administra tor of his estate and his will would be made In her favor. IS M DEPUTY JAILER An extra deputy jailer was allowed Sheriff "Word by tha county commis sioners this morning. The sheriff said that he believed that an extra man was necessary for the safety of the Jail of ficials. The request follows the discovery of a jull delivery plot among tbe prison ers. Night Jailer William Thornton night before last was called to care foV a prisoner that was said to have faint ed. Instead of going into the corridor l.e left the man to the care of the other prisoners. The next morning it wa found that the prisoners had taken small Iron supports from the beds an-1 wrapped them In cloth, making dan gerous clubs. It Is supposed that the prisoners intended to knock Thornton out and escape. This morning sheriff word quelled a near strike in a few moments. T'.ie prisoner-cook was found passing con traband articles to the women prison ers end was removed from his position. S'everal trusties showed displeasure and Sheriff Word told them If thy did not want to work in the kitchea they could return to the cells. Three of them did and their places were filled by others.
