The Philippine government having been the pioneer In the recent world wide movement for the suppression of opium, and having taken tnsL-successlve steps of licensing, tned- Icaleatroent end prdblbiHoit-wUh-tha rigid enforcement of punitive laws, may now look forward to the early comple tion of the task taken up of effectually eradicating the opium evil Among tha Chinese residents as ; It has . already among the Filipinos, says the annual report of Collector of Internal Revenue W. T. NQltlng of the Philippine Islands to the bureau of insular affairs. The amount of penalties collected under the I opium laV Is less than 148,000. or a de crease of more than 25 per cent" For the year ending June 30 last' total collections of 111,392,382.98 were made, an Increase of $800,293.83, or 7 H per cent over the preceding year. Of the Increase , nearly $ 700,000 was due to ft larger, output by- manufactories of tax able articles and to a stricter enforce ment of the laws imposing taxes. 1 x xne amounts named include tne iana tax. 1882.716.40, in the city of Manila, which ''.haa a population of approxi mately , 300,000. . Of . internal . revenue proper the tax collected on alcoholic and tobacco products was 14.040,91 t.tl, on dealers ; $333,166, and on imported ar-1 tides of this nature $333,996. The apportlonable taxes amounted to 17,434,278 pesos, or half Ahat many dollars, including the regular cedula or poll atx. $1,071,681, which was divided equally between the municipalities and provinces, the extra cedula tax voted by the various provincial boards, amount lng to nearly as much, having gone to I the provinces for road and bridge pur I poses. -.'The municipalities received li cense taxes to the extent of something over $300,000, while the other collections of . $1,682,041 were divided equally be tween the municipalities and provinces. The central or Insular government re ceived $4,741,887 from the apportlonable taxes and about $700,000 from certain special sources. - The bureau, of Internal revenue began the year with 430 regular and temporary employes, of whom 85 were Americans; while on June SO this uraber had been - reduced to 48. . In the process - of reorganisation ; the col lector substituted Filipinos in a num ber of positions heretofore occupied by Americans exclusively - and rinds with few exceptions the results have been better than hoped for.
