The statement, reads: ; : ' : "in form the new , charter is an . . amendment of the existing; charter, not . an entirely new instrument. This is because the old charter was enacted by the legislature, : which had authority ..' over the entire state, and It was thought ' best to preserve certain- parts, of it . which might affect territory or cltliens outside the city limits. Other boards and commissions may, under the authority of the coun- ' cl 1. continue for six months, when all cease to exist 'except the civil service commission. The employes of these boards under civil service are unaf- ' fected, 'however. It is hope fliat the New York Bureau of Munfoipal ' Research, will lend Its wide experience in'd, tralhed skill to the framing of this ' code. Which Will in itself provide means and methods which will almost Insure high efficiency, elimination of waste, -vtnd clearer publicity. These provisions, preserved as ordinances, are subject to the provisions of the npw charter, and are In effect only so far as, they do not conflict. They are as fojtows: 4 - Xleotionr "The election on May 3d is to pass upon the adoption or rejection of the new charter. If adopted, the nomina tions made at the same election for of fleers under 1 the old charter become void.i The provisions of the new char ter for election then go into effect at once, and a mayor, four commissioners , and an auditor will be voted for on n June : 6th. Nominations are to be by ' certificates signed and acknowledged before a notary by 100 voters. The '-''election is on the preferential plan, " whereby each voter marks on the ballot his first, second and third choices.. A - majority not a mere plurallty-Hs nec essary to elect. This method, it is be lieved, will more accurately register the real preference of the voters and do away with-the minority choices, which i have been so disastrous in the direct primary. Thomas H, B. Donaldson. - Thomas Hiram, Benton Donaldson died April 8, of cancer of the stomach at the home of his brother-lnrlaw, corge WhlteTiead, 615 Everett street. ' He was born in Jackson county Mlsslslppi, June 14, 1839, and located in Clackamas coun ty. He enlisted. In Company C, First Oregon Mounted volunteers at. Oregon City la 1855 and saw active service Is various parts of eastern Oregon and Washington. He was wounded in tne battle of Yakima Butte. He was. mar ried in 1882' to Mrs. Elizabeth A. Has klns,' whose death occurred In August, 1811. .. ' '' 'At different times- Mr. Donaldson lived at Walla Walla, Albany, ; Clat sop Plains, Ilwaco, Wash., and Port land.' His last home was at Woodburn. He was widely known among the pio neers and also among -the younger gen eration, as a man of sterling .character and as taking an active part in schools, churches and other public affairs., ' MECHANICAL DRAWING CLASS GROWING FAST Sol great has been the interest in a mechanical drawing" class recently or ganized at the Young Mein's Christian Association that the class has grown into an organization to be known as the Technical Club of Portland. While the study of mechanical .drawing and kindred subjects of interest to shopmen will be the feature of tho work. Its' scope will be so broad that other tech nical men are, expected to. Join. Twenty seven attended the opening session, and this number l expected to be doubled within month. - The projectors of the club have am bitious plans-i-for it, hoping eventually to found a series of affiliated clubs In other associations. All of these or ganizations' Would work in harmony to build up a collection of data on topics of mutual- interest Conferences would be held and everything possible done to make this one of the strong educa tional divisions of the Y. M. C. A. . Officers of . the Technical club ; were selected at a meeting at the Y. M. C A. Thursday night. They are: Presi dent. R. A. Bremner; vice-president, ,W. H. Nourse; secretary, Marlon - Syrek; tgeasurer, W O. Paulson; librarian, E. J. Qulnn; sergeant-at-arms; Q. W. Staggs; directors. R. a French, ,H. P. Andrews, R. A, Bremner. The urbanization is formed on much tl)e same lines as the Oregon Society of fEnglneers. In fact, a constitution is now being drawn up that will fol low very closely the constitution of the engineers' organization. The library will be one of the main factors in the work of the club. To begin with, tech nical books in the Y. M. C. A library, supplemented with works from the pub lic library, will be used, but many other volumes and references -will be collected: The library will include not only bonks,' but blueprints, ' standard drawings and other things of practical use to men In the shops. Y. M. C. A. FIRST TO FE LK1S Portland's Young Men's Christian As soclatlon . was the first association In the United States to send a contribu tion to the Y. M, C. A.'s in Ohio after the recent floods. This-Information Is contained in a letter Just received by i General Secretary . Stone from A. H. Llghty of CoumbtfsV state secretary. Mr. Llghty reports that the associa tions in Ohio have suffered greatly from the fiber.-."' In 'Order to keep them from Closing their 'doors, a relief fund of $100,000 -Is to be raised. Portland's donation .is the nucleus of this fund. The contribution is a small one, but It is proposed , to sendJ-an additional check. "A number of our Ohio association towns have been so seriously, affected by the floods that unless they are able to secure outside relief some will be compelled to close ; their . doors," said Mr. Llghty. "After other ; officers and I had visited two of our most serious ly affected districts and had reports from representatives in other towns, a conference was called at the state of fice.
