LAST GARB1ER OF" FLEET SETS SAIL German Ship Steinbek Leaves With Full Cargo of Wheat; . French Bark Gets "Highest Rate 'for Wheat. Laden with a full cargo of wheat, the last carrier of . the season, grain fleet left In port departed from tha local haibor when the German ship Steinbek, Captain Wohler, left -down for Astoria ' at s o'clock this morning in 'tow of the Port of Portland towboat Ocklahama. While there are still some grain car riers to come for old crop, the harbor is bare at present and there will prob ably be nothing goading here for off , shore' until the British steamer Kentra, of the Maple Leaf line arrives sometime next month. She will load for Europe. the larger part of her cargo to be made up of wheat. The Steinbek was In port since February 28. . It In reported that tho French bark, Jean, taken last week for new crop wneat, received the highest rate so far from, among all that have been tak en. Her rata was said to be 42m fid , for wheat and barley, while her rate for ' wheat " alone 'was a trifle lower. So ' far there hate been 18 or 20 carriers taken for the new season although the ? season of chartering opened up earlier than usual. Uniustructed as to whether the department of Justice proposes resuming the inquiry into the alleged telephone trust, tho federal grand Jury reconvened yesterday. That the delay in again taking up the matter Is only temporary is deduced from a visit to District Attorney Charles P. BlddeJl yesterday by Samuel HiH, pres ident, of the Northwestern Long DIs tance Telephone company, chief com plainant in the proceedings for criminal prosecution. Mr. Hill remained more than an hour. leaving the federal building shortly after the grand Jury adjourned. Neither would discuss the probable course the Inquiry would now take, al though Mr. Ktddell intimated that he was awaiting instructions. It is known that the disposition of tlse Jury before adjournment lastv month was to recommend speedy action by the court "concerning the charges of the northwestern Long Distance and other Independent companies, which contend that they are .subjected to unlawful dls. criminations by the Bell Telephone. BY A. J. Herr, a rancher living five miles from the city, on the Slavln road, was held up yesterday afternoon by 'two boys at a point where the road crosses the Southern Pacific tracks. One of the larls shot Herr through , the right arm with a 22 caliber rifle. After being shot, the rancher talked the boys into the KSea of lowering the gun. Then he took his name and ad dress. The address, however proved fictitious. Herr was in his wagon, when the gun was leveled at his head. He threw up his arm, only to catch the bullet in the muscle of that member. After getting the boy's address, Herr returned to the city for medical attention and then went home. This morning Mr. Herr called at the address given by the boys and found that the miscreants had not told the truth. The rancher describes the boys as being about 15 years old and fairly well dressed. DR. WASHINGTON AYS GOOD BYE TO PORTLAND The virtues of negroes were reviewed yesterday noon by Booker T. Washing ton, in his final address in Portland, delivered before the members of the Unitarian club at the Commercial club He said that the poor of the colored race are always well oared for by their own, and that since emancipation and the stresses of reconstruction days the negroes have never called upon the state or government to help in caring for their poor. W. F. Woodward spoke on behalf of the club members. Last night Dr. Washington left for Hood River, where he will deliver two addresses today. From there he will go east. Funkhauser; newly created second superintendent. of police, is on the job this morning as a "regulator of public morals," and official checker of the Chi cago police .department, ; The eyes, of the city 'officials all over the country, who are interested in police adminis tration, are upon him. ' ' Funkhauser's position is a new one. It is an experiment' attempted by the ctty council in an effort to get many of the criticisms ' directed at police depart ments of large cities. And even the new deputy himself doesn't know exactly what he is coins to do. As head of the Investigation department, .Funkhauser will receive all complaints that police men have failed to do their duty. It Is moderating this morning and the snow is going fast. Gllensburg, Wash., March 13. The mercury dropped to 8 above zero laat night., establishing a new record for the month. A snow storm raged here yes terday. No damage resulted to the fruit crop, although sheepmen say that tho loss of new lambs will be heavy. Medford, Or., March 25.
