Had Hard Voyage From Orient but Escaped Damage. Twenty-four days of - continuous rough weather during which there was but one day' When- the gale was sot howling fiercely ; was the lot of the Japanese steamer Manshu Maru which arrived at 19:39 o'clock last night from Karatsu, Japan, to load a cargo of lum , ber for China. ' . . ,; -. ,i Although the Manshu Maru sails un der the flag of the Mikado, she Is In commands of an Englishman, Captain John Salter, who is the.only European on the vessel The remainder of the ship's company consists of 66 Japanese. The only good weather that they had on the passage across the Pacific, says Captain Salter, was off the Aleutian Islands which were passed within 30 miles and glimpses of which could be caught between snow squalls that had taken the piace of the heavy, gales. From the time that the Manshu left Karatsu she was buffeted by strong northwest and westerly gales and on December 17, when she was about 200 miles off the mouth of the Columbia the gale swung around Into the southwest and she had a series of blows from that direction the remainder of the dis tance to the river, : In spite of the hugh seas In which she pitched and rolled, the Manshu sustained no damage, says : Captain Salter.'1: -v. The captain has been in the steamer but a month as she has only recently been bought by the Klshlmoto Klsen Kaisha from another Japanese .firm which baa had her since 1904. "The Manshu Maru will load about 8,600,000 feet of lumber at the Inman Foulsen mills for the China Import & Export .Lumber company. Within the next few weeks four New England states Maine, New Hampshire,- Massa chusetts and Rhode - Island will - b called upon to elect United States sen ators. In at least three of the states the situation is uncertain, and the ques tion as to Whether the elections will change the makeup of the New England delegation In the upper house, which now stands 10 Republicans and two Democrats is becoming a matter ot in creasing interest. . When the Mains . legislature meets the first of next month former Con gressman Edwin C. Burleigh, who rep resented the Third Maine district In the house for 14 years, will have the sup port of the Republican members for the seat in the United States senate now held by Obadiah Gardner, Democrat, Mr. Burleigh won the senatorial pref erence primary last June, and when the September election gave the tiepubii cans 16 majority In the legislature on a Joint ballot, his success seemed as sured. But a thorn appeared in Mr. Burleigh's path as a result of the pres idential election in November, when President Taft carried only nine rep resentative , districts in - Maine, , while Colonel Roosevelt carried 69. It is now admitted that the Progressives hold the balance ot power in the legislature. As they are not over enthusiasts about electing a standpat Republican to the senate it IS difficult to foretell just how the contest may end. MargiJt Is Small. A similar condition of affairs exists in New Hampshire, tn the next legis lature in the Granite state .the Repubii can party will have a margin of only one or two members. The Progressives claim to hold the balance of power, leaving the result in doubt, The Pro gressives, who claim to noia 41 of tne Republican members, are pledged to act independently on the senatorshlp. The avowed Republican candidates for the toga now worn by Senator Burnham are former Governor Henry B.. Qulnby and R. DOG POISONED, THREAT : COMES BY TELEPHONE Sneak thieves who are also dog poht- oners are believed to be operating In the, neighborhood near the home of W. B.- Hoi lings worth, deputy sheriff, at 463 Rodney avenue for yesterday morn ing Mr. Holllngsworth lost a valuable pointer dog and a short time later a neighbor reported the loss of a collie. Dr. A. G. Smith, a veterinary, declared that they, were poisoned, with strych nine, - The neighborhood has been the vic tim of petty thievery for more than a year intermittently and especially in the , last few days. Never has anyone1 attempted to steal -from Mr, Holllngs worth and it Is believed the fact that he kept a dog deterred the thieves. About a year ago Mr. Holllngsworth lost a hound and nearly lost the point er which waa killed yesterday, by the same means. The dog was well a rift full of life when turned loose yesterday morning and after Mr. Holllngsworth reached the office Mrs. Holllngsworth " tele phoned that the dog had been poisoned. Later in the morning Mrs. Holllngs worth was called to the telephone and told by a man with a gruff voice that it was a known the dog was dead and that th'ere'd be something doing. ARMY OBSERVES NEW v MARINE LAWS STRICTLY Washington. D. C.;' Dec. 21. How tho army is setting an example in strict ob servance of the new marina laws,, pro hibiting overloading of big passenger steamers beyond their lifeboat capacity, as a result of the Titanic disaster, is recited by Major General Leonard Wood, chief of staff. "In transporting troops from the Phil ippines to the United States," said Gen eral Wood, "we recently had a surplus ot 200 men over and above the lifeboat capacity of an army transport which wa ready to sail. The commanding general wired for a special dispensation to permit tho departure of the extra passengers, but we refused point blank.
