It- repro duces in half page space the large drawing giving a birds-eye view of Im provements projected under the Greater Portland plan. . It quotes the words of president Penrose of Whitman college as uttered at the Greater Portland rally: "Seattle has lost moral leadership among northwest municipalities,", and adds: : "The city of Portland deserves the credit of being the first city to adopt an official clvlo plan."
