The thir teenth annual convention of the State Federation of Labor was closed today, after an attempt of the 'minority to re duce the majority of the big San Fran cisco unions in the federation's affairs had been defeated. The Issue came ou the minority report of the committee on constitution, which sought to have fu ture conventions made up of not more than five delegates from any one union, and to establish the rule of.one-dele-gate-one-vote. In place of the existing system, which, allows the delegates to vote the strength bt their respective unions. -. Full endorsement was -voted for. the Harrtman shopmen's" strike, ajid an ap peal for. funds approved. T fie Ameri can Federation of Labor was petitioned to restore Its charter to the Alameda County .Central Labor council, pending a settlement -of the dispute with the Electrical Workers' International union.
