ml! OREGON DAILY JOURNAL, PORTLAND. THURSDAY EVENING, JULY 11, 1312. WW STATE TO GO OUT OF Bill fill; UNION CAUSES IT to Governor irt Full Statement Bricklayers' Body Gives His . Side; Brick on Hand to Be Used by State. . ln Burma vt Tut Journal.) 1 Balem, Or., July 10. Becayae of tht opposition and the handicap under which, -ha-sai coppelled to vprk In. operating the brick yard at the state penitentiary, ' Governor West announced today that a moil aa enough brick were burned to supply the 400,000 needed by the, atat for the new supreme court building and, a new building at the Institution for, The feeble minded, he Intended to cloaa down the yard. . I This announcement followed the adop- ( .tlon of a resolution by the local brlck luyaiV union opposing the use of prison made brick by local contractors. . j Oovetnor West today addressed the following .letter to the officers and members of this union: I "It has been brought to my attention, through .he columns of the press, Hhat j u run ii an was tiasaea Dy your uiuwu declaring against the laying1 Of brick inanufactuied at the uregon raw tentiary and giving out the Impression that this office was marketing prison made brick in competition with that made by free bibor. JSrlokzQAkera Started It. "I wlPh to call your attention to the fact that no brick was sold by the Ore- J gon state prison during my admlnlstra- j tion until I received a request rom the president of your honorable body and ', a letter, signed by the officers and car- i rylng the seal of your union, stating your willingness to lay these brick. Aa j the request appeared to be prompted by I a shortage of brick, this office, being I glad of an opportunity to assist In any way in relieving a situation which was' keeping many men out of employment, 1 rniififtntarl in nut i.ha kirlrjc tinon the mar-i ket. We took It for granted that when conditions had changed so as to make the sale of prison-made brick unneces sary or undesirable we would be offl- dally notified by your honorable body : and would be governed accordingly. Up j to date no such communication has been ' received, but, on the other hand, this office has been besieged not only by ! those who were desirous of purchasing i brick, but by certain brick manufactur- ers, asking that we release more of the brick in the prison yard in order that a brick famine might be avoided. In J spite Of these requests, however, we have permitted but 4000 brick to be: taken from the yard, and these by per sons who needed them for special pur- poses or hurry-up jobs and were with out time to send away for them. Hot Going1 Into the Business. "The prison has no intention of launching into the brick business. What j sales have been made have been based upon the letter sent this Office by your union. All the brick we have on hand have been made for the use of the state and will be held for that purpose. We were willing to continue further, how ever, and make sufficient to cover any shortage there might be in the brick market In order that work on buildings now being erected might not be delayed j and labor thrown, out of employment I Hopes to End Convict Competition, j "Ore of the principal objects this of- f Ic has had In view and hopes to be able to accomplish in a verysthort time Is the taking of prison labor out of competition with free labor. We insist) we hav done more in this direction uuruig wio yaT aim a nun we imvo been Jn office than ever has been done before. Without waiting for action on the part of the legislature to do away with prison contracts, and to provide j employment for the surplus and idle la bor at the institution, this office has gone ahead and fought the matter ! through almost single handod. it has' received more tupport from the labor unions than any other source and has not missed an opportunity to give or ganized labor due credit for the part ! It has had In the fight to take the state out of the nefarious business of con tracting the labor of Its convicts to private concerns. How the Pmejitn were Used. 'The profits derived from the brick which were sold at your request have been used largely to Install Industries at the prison Whereby the labor could be employed in the manufacture of ar ticles which could be used In and about the state Institutions, thug avoiding the placing of anything manufactured by prison labor upon the market. As the jjlan we have been, working out has beenj approved by prominent labor leadora throughout the nation and as It offejs the only solution to this vexatious prob lem, this office feels that It should have your support. "I am sure It would be for the Inter est of all concerned if your union would appoint a committee o Investigate this work at thtj prison. In order that you may be fully advised as to the situa tion. By so doing 1 am sure the result will be the giving of your support to the movement and that no further action woiftti be taken by you, through resolu tion or otherwise, which could be used by enemies of the movement to place further obstacles In Us way. Organised Labor's Attitude. "We have had an up-hill fight in this matter, but have had the loyal support from organised labor throughout the tate. and 1 earnestly hope that through nre nf lmriprstAnrilne' fin ntnn nn Vju nnrt will .nrlv. rreru r loKnp JVM. , . ..... w ....... w. . . .v ... W. i of the credit for rendering this office the greatest service In the matter of taking prison labor out of competition with froe labor. "I wish to again state that the state is not in the brick business; that the brick sales have been based upon the request made by the president of, and the resolution adopted by, your union. As soon as the requisite number of brick needed for the state buildings haa been - manufactured It is our intention to shut down the plant and neither a request from any organization or a famine In the brick market will induce us to manufacture more brick during this season."
