NEW YORK'S POSITION ON DUPLICATING PLANTS Wisconsin is not the only state to put a stop to duplication of Investment in public utilities, through the action of its State Board In control of such matters. In the application of the Niagara Falls Liht in Company for a franchise before the Public Service Commission of New York (Second Dis trict), the opinion rendered reads as follows: "The policy of the commission in cases where one lihtin company seeks to enter a field al ready occupied by another required that the ap plicant shall show that the company already serv ing the community U not doing to adequately and efficiently, and that Its failures are such that they cannot well be corrected by the exercise of the regulative power of the commission. Good errice may now be obtained at reasonable prices in leu expensive ways than by an unneceaaary duplication of plants, and the public interest does not demand that capital invested in good faith in the public service should be destroyed or im paired without good reasons to be shown affirm atively." Duplication of investment in public utility cor porations is a method which is being discarded all over the country. Why not discard it in Oregon ?
