Limited to 400 plus, saloon permits each has a value of about 13000; that we all have a natural right to become saloonists will not be disputed; that is, no one -naturally has a better right than another. Nor will It ds denied that all have a natural right to tha earth. So when the council limited saloon permits It created 400 special privi leges. To do so It took from all the people their natural rights to beoom saloonists. What formerly any of us could do may now be done by only 400. And the present market price of these favors what they gained and we lost la tl. 200. 000. Now, for this $1,200,000 command over business and labor, permit holders paid nothing; for relinquishing their natural rights as saloonists the people received not a cent Doesn't that mean that somebody has gain adr and others lost 11.200,000 T That Is what it 1 worth to have the exclusive right as saloonists.
