Spokane, Wash., Deo. 18. Fifty-four
hours' continuous celebration,' beginning
at 8 o'clock the night of December 80,
Is planned by the Spokane Young Men's
Christian Association to ring out the old
year and welcome 1818 In a sane way.
George A. Forbes, general secretary of
the- organization, said today that ar
rangements are being made to entertain
76,000 men, women and children, Includ
ing members of all the church societies
In this city.
'This Is an open competition with the
theatres, restaurants, cafes, and other
publlo resorts," Mr. Forbes said, In out
lining, the plan, ."and I think we can
hold the crowds, We h$ve engaged
several bands of music and five male
and mixed quartets, and In addition
there will be pianists ' and players on
other Instruments. Four floors of our
building, Illuminated with 1000 . Incan
descent globes and hundreds of fancy
lanterns, will be thrown open to the
public." T ,
The association has 800 boxes of prlxe
winning fruit from the fourth national
apple show, and this wlH be made Into
sweet cider. In addition to which the
"drinking list'' Is to Include chocolate,
tea. coffee, punch and lemonade. There
will J programs of gymnastic acts and
an aquatic carnival throughout the cel
ebration period.

WANT DESERT LAND
OPENED TO SETTLEMENT

White Bluffs, Wash., Dec. 18. The
first move In having restored to entry
180,000 acres of land In the White Bluffs
country has been made by the circula
tion of petitions to the department of
the Interior. The land lies along the
east base of the Rattlesnake mountains,
and 20 miles en a level stretch from
town. It was withdrawn s part of the
Sunnyslde project, the Intention of the
reclamation engineers being to Irrigate
It with water from the Sunnyslde canal.
But other plans having been adopted by
the federal authorities. There have been
no water rights sold for so called dry
land In the valley for over two years,
each rancher procuring Irrigation water
by digging wells. These wells range
from 80 to 66 feet in depth, the average
being about 35 feet

tion of the Ocean Shore railroad, now
operating 38 miles south from this city
and 16 miles north from 8anta Cruz, has
been effected, the officers of the new
company being 8. W. Reynolds, presi
dent; L. H. Landls, general manager,
and J. W. Crosby, secretary treasurer.

details of the present famine In Russia
are gradually becoming known, despite
efforts of the government to suppress
the faots. Already it la predioted that
unless adequate relief measures are
undertaken conditions will be worse
than In the great famine' of 1891, when
the number of deaths in the European
provinces of Russia reached 800,000 In
excess of the normal.
From official figures It is calculated
that th crop shortage for the year will
be 40,000,000 tons, but the Free Eco
nomic society estimates it at 60,000,000.
From the government of Ufa comes
the Information that the children have
for several months past been subsist
ing on acorns, and that the supply of
these is almost exhausted.
In the Samara government the people
are eating dogs and the bark of trees.
In all a score of government adminis
trations are affected by the crop failure.
Meantime the government Is pursuing
the most astonishing course, having ab
solutely prohibited the organisation and
operation of private relief societies for
fear of an uprising.
