Some land taken for right-of-way for the feed canal for the present Umatilla project have not yet been paid for as agreed upon at the time of purchase, although the govern ment haa been In possession and using the land for five years. "Mr. Hopson says barely 4000 acres will be flooded by the reservoir. This Is misleading. He does not state that twice that amount of land would be ruined when under-drainage Is elim inated by the construction of the res ervoir. "He also disparages the quality of these lands" and says some of them are alkali lands and others permanently waterlogged. Borne of these salt grass lands which he refers to as alkali lands -produced during the season of 1011 potatoes at the rate of 800 sacxs to the acre, celery to the value of f 2000 per aore, onions to the value of $800 per acre; besides, other highly remu nerative crops and valuable pastures. John Bar Project. "During Ull the lands In the pro posed reservoir site produced 13,2S0 worth of produce. "As to the John Day project being too costly, it may be reasoned easily that even at tha extravagant price named by Mr. Hopson It Is leas costly that the miscalled west 'extension.! The West Umatilla project is designed to Irrigate about 56,000 acres of which more than JO.000 acres are now already amply provided with Irrigation through farmers' xUtches and other private pro jects which would be superseded and rendered useless. Thus it appears that the West Umatilla project would actu ally add only about 26,000 acres, or less, to the total area irrigated. At a gross cost of 14,000,000 tho actual cost per acre for each irrigated acre gained to Oregon would be approximately $167. "By constructing the John Day project Irrigation will be provided and water made available fort 406,000 acres or more; $00,000 in the' John Day projeot, 88,000 in the West UmatlUa project and 160,000 to $00,000 In higher lands along tho Upper Elm and tributaries above Stanfleld. ' "To spend $4,000,000 of the govern ment's money to irrigate a tract of land for which irrigation la already well supplied to more than half of the tract, where 80 per cent of the land Is owned by two corporations and some other private speculative Interests, and only 20 per cent is government land, would be a perversion of the intents and pur poses of the reclamation law. The West Umatilla projeot la apparently a waste ful, extravagant scheme. Oregon de serves an Irrigation project of substan tial proportions and real merit to the homesteaders, such as the John Day projeot if "Delay and uncertainty as to the West Umatilla project- has already caused hardship and financial loss to the hun dreds of farmers whose water rights are involved and prevented new devel opment absolutely.
