Wash., Nov, 2L -Vowtng that he would commence an aotlon agalnat the city to recover1 $600, his fee for drawing plane and preparing specifications for a new city hall, for Vancouver last spring, Architect B, J. 8. Cahlll, left the council chamber in -a huff last night after being offered $100 ..for -his worfey::::';:,(rv,;:' :J. s ':.y The ' city council last spring called for plana and specifications for , a new,1 city hall and proposed to, bend the city for $50,000 for the purpose of con struction.. Nine architects competed in the plans, and those of Rushf orth, Ca hlll & Wright of San . Francisco, were accepted. The bonds were voted dawn at a special election held and Cahlll, for h,ts firm, Immediately - made' a de- ' mand. for $500 for his work. -The de mand was rejected by the city, council and Cahlll reduced his fee $ 5 1). placing his claim at $450. Last night the $450 claim was rejected, and en motion of Councilman Whelan, ; the sum of $100 was voted, but to become void, if not accepted by Cahlll within 10 days. -- In voting the $100 It is apparent-that ths city acknowledged an obligation, and Cahlll. acting for tha firm, said that he 'would Immediately commence an ac tion through his attorney, P. J. Klrwin. to collect the full amount of hla claim. "At the time the plana were asked for," , said Cahlll last night, "Councilman Welgel said that the successful ' archi tect would have pay. Upon thla, and a statement from Mayor Klggtns. that $500 waa a reasonable charge,- I, went ahead and drew jthe plans, put my own money into the work and spent - con siderable time. I had colored etchings mads of the plans ' to enthuse the vot ers, and did all that I could to aee that the bonds carried. If my plans had not been accepted by the council, I would not ask a cent," he continued. ' , Mayor Klgglns held that tha firm should have pay for Its work. Council man Welgel held that the firm should have pay, but not $600, City Engineer Lotter said that tha work -was not worth $600 and that all the usual archi tect does Is to draw the sketch and girls' .at low wagea do the drafting. City Attorney Sugg atated that between man and man, tna nrm waa entitled to pay, but to come down "to law, they could not collect a cent. ' ! Mr. Cahlll pointed out In the specifica tions, which are "on file with the city clerk, a clause wherein ' the council agreed to pay 1 per cent of the contract price should the bonds be defeated, and 6 per cent if approved ana tne wont carried through. City .Attorney .Sugg said that that was only an agreeraen and would not stand In law. it : ; Popular People Marry. - (Special to The Journal -Vancouver. Wash.. Nov. 21.-Ths mar riage of Miss Mabel S.
