'-V ' y ,' A ' Mr. Daggett's address follows V-' "Members of .the City and - County Medical Society; Haying been granted this opportunity to address your body !n the subject of sanitation, and as my late association with the board of health f this city has taught me that the physician's sphere of usefulness is not confined to the curing of the ailments Of mankind, but. to the prevention of the same as well, I shall therefor try briefly to elucidate to you the scientific and proper methods wherebr-sanltary conditions nay be obtained; also the unsanitary conditions . that now .exist and the methods of prevention, as seen from the viewpoint of a' sanitary engi neer. 4': J-?-' ''; !' ' "This can be brought about in two. ways: First, by the city's owning and operating Its collection system,' and sec ond, by letting the collection by con tract It Is my opinion . that the city should own and operate Its own collec tion system, which system should be tinker the direct control of a sanitary engineer, assisted by the health officer, whose office should be at the city ball, and such officer should not be allowed to practice medicine from bis or her ewn office, but should always be ready , to cooperate with the engineer In charge. This system should be absolutely free; no charges should be mad to bouse holders; all expenses should be derived from a general tax. This would be of fering the householder ant incentive to deliver the garbage to a collector and prevent the many unsightly and unsan itary dumping places which now exist in Portland, and always will under the present method of collection. This I consider a fair way, as vacant property would defray its share of expenses in curred, and the owners would therefore be mora benefited and have no reason to complain of unjust taxation, For the city to allow dumping of garbage in its corporate limits is unpardonable, and if It desired to create stench boles to breed flies, rats and vermin I know of no better method to obtain this result Covered Tops for the Wagons. , "The collection of garbage should be systematized In the following manner: The city should be laid off into dis tricts and no collector allowed to oper ate over the route of another. The down town or? business districts should be covered between the hours ot U p. m. and 6 a. m.; residence districts between the hours of 8 a. m. and p. m. Wagons should be of the type of furniture vans, with a covered top, and of the capacity of a hundred cans. My reason for this kind of a wagon is obvious, as such wagons : can be utilised for most any purpose, via: That of hauling stable refuse, building material, or rubbish of any character. The common dump or slop wagon is not only useless for any other purpose than that of hauling slop, but is unsightly, unsanitary and obnox ious. With the conveyance I havs re ferred to. in connection with the can system. 28 ' collectors can accomplish more in eight hours than. 75 under the present method of collection, "Incinerators or any other method of Bisposar should never be constructed or allowed to operate inside the city limits, but should be located on the outskirts for various reasons. "I aw opposed to any garbage incin erator now in operation, and my rea sons for making this statement , are obvious. -. ;- ; i Seduction visa would Cost $40,000. - "The reduction plant of sufficient ca pacity for the wants of Portland could be constructed for approximately $10, 000, and could be operated for . one fourth of , the expense of the ordinary crematory, taking into consideration the value "of the by-products. Mr. Bowers and his family had become closely attached to Mrs. Capels. who-was-s lovable -character, and had long regarded her as they would a close relative. When she became ill Mr. Bowers sent her to the sanitarium, where she could have the attentive care of a friend of the family. . - During : her service with . the Hotel Portland, Mrs. Capels bsd mad many friends, particularly among the travel lng fraternity.
