THE OREGON SUNDAY JOURNAL, . PORTLAND, SUNDAY MORNING, FEBRUARY 5, 1911. BUSINESS OUTLOOK vr .... : .. , . , , t IE PROBI Big Expenditures by Harriman lines; and Better Outlook In Steel Trade . 1 By Ralph Emerson.' (rtibuiben' rrM Ufd Wlre.l " , New York, Feb. 4. A not of reas surance to the business and Industrial world during the week was the an nouncement of President Lovett of the plans of the Harriman line to expend 175,000,000 In double tracking work be tween tle Missouri river and San Fran cisco. The work will embrace the double tracklnir of the Union Pacific and the Oregon Short Line. This, It is stated, will be in addition to work or building short lines as feeders and con necting .links to the Harriman lines in the northwest which work was outftned to extend over a period of six years. Another tribute to the soundness of fundamental conditions and their prom ise of better things was conveyed In Judge Gary's remarks appended to the quarterly statement of operations of the II. S. Steelcorporation for the December quarter. Read In the light of these re marks the report which made about the poorest exhibit of earnings in the cor poration's history In comparison with Its present capacity was regarded as marking; .the end of the latest depres sion in the steel industry. $eneral trade conditions from dlffer sections of the country during the week were very satisfactory. The great department stores are doing good ousi ness. The various miscellaneous Inter ests other than the cotton mills which are identified with the dry goods trade report an enlarging demand, such us has not been witnessed for a lonLr time past One of the brightest spots in the situation is the active demand for every thing that tfco farmer needs In raising crops and the demand for these. com modities Implies the sowing of large areas during the current year. This week's Imports of produce and merchan dise at New Tork decrease $1,511,021 and the total since January 1 fell $10. 026,335 below that of 1910. Exports Increased $2,929,928 for the week and $8,417,292 since January 1. These fig ures mark a very decided Improvement in the foreign commerce of the port. This week, the exports of corn rose to 3,368,000 bushels or the heaviest amount for any week since the early part of 190i. Thus the world is con suming a large amount of anothey of our great products. Tbe business and Industrial situations have the tendency to gradually strength en the position of the United States. Buch a condition will give this country a hold upon the rold market in-London, in case there should be need for the yellow metal later. New York's money market Is safely guarded against any ponsthle stringency. 6ebcrlptlon Upenl IHkIiI Low I Bid A ma I. Copper Co. Am. Car & l- c - do pM. - Am. (Vtton Oil, c Am. Looomo., c. . Ani. But 1 doubt If any voy agers In ordinary course of travel ever went tnrough more mishaps and disap pointments great and small. , , Crossing tie Soon'oary. , f Reaching Nogales 24 hours out ftom Los Angeles there was the International boundary to cross. Three trunks and four suitcases to go through by the busy hands and prying eyes of Mexican inspectors for the first time In my life made me a pretty, confirmed Democrat with a longing for free trade to cover the nations of the earth as the waters cover the sea or the air the sky. There Is about an hour to cross the border, through two depots and the cus tom house with all these packages to undo and do up, unroptng and "ref Oping all the trunks. Get this fact In your mind, gentle reader, If you. are or a mind to travel. When we came out of Mexico by this same gateway the Mexican customs officers went through us again, to see that we did not take contraband of duty out as tney Qia 10 see that we 100a Doming in, viu across the border on the way out the American Inspectors seised us and we had the same trouble to undergo. When wa reached El Paso and crossed to Clu- dad Juarex, the lynx-eyed Mexicans did up the fourth time and when we "v .... ... r-, h (vnntntnH us came officers once more unpacked and re packed all we had in the way or bag gage. This made five times to. run the gauntlet of the International customs. You see, Mexico Is rich In bullion and in ancient Aatec gods. The government levies an export tax on the bullion and forbids the exportation of her ancient deities on. any terms. They are ail Kept to enrich the national museums. 1 ex plained that I was not rich enough tb take: out bullion, and not sufficiently Interested In theology of so ancient a mark as to emulate Rachel, who stole her father's gods and sat on them to cheat the customs officers of her time. But the inspectors preferred the testi mony of their own eyes to that of any tongue anf went through me in perfect style. One of them in petticoats found two negligee shirts unworn and almost Insisted that they be confiscated, but a good natured man took my word to the effect that they were for my own use as a voyager and not for sale as a merchant, and with a frown from the fair brow of the lady I kept my ward robe Intact. Nogales Custom House. Now if there Is one thing I hate to do most It Is to confess that any na tion, people, race or government has anything, custom or Institution, In which there Is any point In which he. It or they manifest any superiority over the land under the protection of Old Glory. But even at the cost of national pride I must g?' on record to the effect that the United States custom house at Nogales Is a shame, disgrace and re proach to the country from Maine to California, from the Straits of Fuca to to Tla Juana, taking in Oklahoma with Its Populists and Kansas with Its In surgents on tho way. Custom house! "By cracky!" there is none. .We passed like the ships in the story by night, and our trunks were inspected in the open under the dark canopy of heaven, with an old lamp just making the darkness visible overheadi The Mexican govern ment has a room, pretty large, well lighted, with a long bench on one nlde on which the packages are arranged while being Inspected. At 121 Paso I do not know what we have. But at Juarez the Mexicans lost at least 86 per cent of the crown of glory they got at No gales. There the custom house Is quite as large as a Saratoga trunk, but not ample enough by 160 per cent to accom modate the 40 or GO persons who were there on my visit. Both governments might well exercise a little wise pater nalism by providing better facilities for performing this necessary but annoying process of examining baggage. When Arlzont shall have put on the crown of statehood I hope her senators will press this matter on the attention of congress. Well, we got through all this, and at last were tucked away in our little beds on the Pullman. Next morning we were at Guaymas, and it was 10 days before we came- back that way. Tophet! The place is an Tee plant to the sea coast of the tropics or soml-troplcs. If I were not the most truthful scribe that ever held my Jobs on many newspapers (not for my great Ability," but for my love of truth, determination to get It In spite of all obstacles, and to tell It although sure to offend Old Subscriber, Vox Pop ull, Verax, and all that family of plagues to the newspaper man). 1 would not tell the rest of myl tribulations. They were nearly all of my own crea tion. I suffered and am chastened, so do not rejoice In my misery. Left at ICacatlan. When we reached Mazatlan, afjer sit ting around until .well toward noon to get any Information we were told our boat to take us to Manz, anlllo had sailed 24 hours before we. arrived, and was now half way down the coast toward the "haven Where we would be" ' but would not be for for a week, or, as It turned out, forever. If all went well she would be back the Saturday fol lowing, and if still good luck followed her and the crew did not feel tired, she was to sail again Sunday. I do not on the following like to find fault and will not where a person does all he can. I have in another letter had a Word atjput hotels in Mexico where the CountryXls still free from American con tamination. So I will not repeat a word about what It Is to sit, eat and sleep in one . of these primitive hostelries, where the fceds are. a piece of canvas stretohed taut (I am at sea) over the frame and covered with about an Inch of moss, not soft and less sweet than soft. At other places of comfort for man' anfl beast the beds were fitted with wire. The ship cance back to Mazatlan on Saturday as th& schedule called for her. Tho week all along the West coast of Mexico was a feast for St Francis Xavier. All must take part In this or be unhappy. So. the Vetsel did not try to get out the same day. Sunday was the high day of the feast. We found that out early In the day, -or rather late Saturday night. For we had more than hard beds and the smell of the moss pillows to keep us awako. While the stars were all high came a band with stringed Instruments and bass horns to celebrate the praises k-' missionary Pruu m I dulcimer and harp they blew and UIX111J17U 111 LitQ yVLlkKM HI! lllgllk JUIIft. 00 how could a good Christian lane a boat to sea on such a Sunday? The vessel was moored in the bay. and cap tain, mate and all hands joined in the tribute to good Xavier. As night fell so dld the mercury in'' the barometer, while it rose In the thermometer. A leaden bullet in a vacuum would get to the bottom with scarcely the speed of the barometer. Any good sallorman would shorten sail and make all '"snug." But the feast had 16 be kept. All night long the lightning was one broad flash of fire across the sky and the thunder was as. Incessant as General Uiurton's battery at the battle of Shiloh. The rain fell in torrents, half a foot during the night, and made the streets streams. Tho steamer either wished to keep the feast or escape the angry seas. She dragged her anchor and made a bold attempt to get ashore. In the effort she tora off her-keel and had to go to Guay mas to be put )n the drydock. She may be there still. No other boat to Man zanillo In about a month, no possibility for us to reach Mexico by way of Guad alajara as our hearts' desire was to do. So on the tenth day after we came to Mazatlan we were once more on the Pullman, bound back for Nogales and the dual running of the gauntlet of cus tom houses. Ananias an Amateur. General George Washington ein his time would have been a lonely man in Mexico if that cherry tree story' Is true. Colonel Roosevelt's soul would be sorely perplexed if he had to pass judgment on all the people in the sister republlo whose proper place would be In the Ananias club, where they would not be lonely. I have heard slip prevarications in niy time, from boys at school with black eyes who unblushlngly Insisted that It was an accident, as they had fallen and stepped on their optical or gan, to reform candidates telling the voters what they would do If elected to office, fishermen dilating on the size of the "one that got away," and -wooers swearing their eternal devotion to a pretty face or languishing eyes. . But the Mexican hotel runner can give the world long odds in this matter and then beat all competitors without making half an effort. We wished In going from the City of Mexico to Vera Cm to stop a day at Puebla, a beautiful old eltv on the way. The train should have reached-Puebla early In the afternoon, but got In hours late In the teeth of a big rain. I knew the train nexi aay left for the coast at 6:10 a m.. and no hotel "bus would go to the station."
