For a fortnight Governor, Johnson and the legislator nearest the administration have been Working- On the measure. It takes the form of two amendments to tho state constitution i f f , The people are gtfen the" Initiative by one tentative amendment Eight pet cent of the qualified electors voting at the last preoedUg general election may Initiate a petition for a new law or an amendment to the constitution, it is ; provided. Upon the filing of such a pe tition the secretary of state must sub mit the proposed law at the next gen eral election. , . . Five -per cent will Initiate a bill in the legislature if submitted 10 days before the session convenes. If passed, rejected or ignored by the legislature., it goes to the people at the next election, the bill provides. - Nona but emergency measures passed by ' the legislature are effective until 96 days after adjournment To refer any of these measures to a vote of the people only t per cent- la necessary, and a majority muit approve. The law confers both Initiative and referendum powers In all cities and counties. : Every elective officer, - In cluding all judges in California, the bill provides, shall be subject to re call. .
