Prelim inary meetings of the representatives of the committees, all Of which were or kganlsed to draft the proposed law, have been held this week. The law drafted by W..W. Cotton and John Forbis, mem bers of the Consumers' league commlt tee, follows very closely the tuberculin test Jaw now enforced In i Wisconsin. This law adapted to Oregon conditions Is satisfactory In the main to the dairy Interests, but there are; some minor points which It ts desired should be re . vised before the bill la submitted to the legislature. The chief of reclamation en gineers has reported the completion of preliminary work and has recommended an appropriation so that actual work can be commenced on the project prop- W.-'-.'i-:'-- ..';'-.. A Balllnger, secretary of the Interior, has telegraphed the en gineers to, continue preliminary surveys with a view to commencing actual work. Because of the inconsistency of the Balllnger action, the reclamation en gineers are reported to be extremely dis satisfied. They are said to believe that Balllnger Intends to ."soft soap" 'the whole project so that Oregon may not get her proper snare or tne reclamation fund, which has so far gone principally to other states, although; paid , in, in large part, from Oregon resources. To the minds of the reqlamation en gineers the instruction to continue sur veys already completed merely v means entertainment, of a little work so that the real ' Balllnger Intention, which Is said to be to let the West Umatilla pro ject remain In present status, may not be publicly known." E. U Thompson, head of what is ex pected to prove the most important Ir rigation movement in Oregon, expressed himself forcibly this morning: "We have had promises enough. We have had "preliminary surveys' enough. The West Umatilla project la among the most Important of all the projects In the west It is but a continuation of the East Umatilla project It will reclaim 60,000 acres of the best land In Oregon The development of the project and the taking up of lands -by home makers will repay the government for every cent expended. The people will be benefited, and, after all, in the most correct sense, the. government If the people.
